MAZANDARAN, a course scratching as it had cellulitis off hind leg, will be required to pass a veterinary examination before being declared to race again.

Trainer B Ng was fined RM100/-  under MRA Rule 65(5)(c) for failing to produce the declared colours for  BEST DREAM (SS Vanan).

MASTER JIANGMEN (J Low) jumped away awkwardly and was slow to begin.

THE MILLIONAIRE (Z Khairil) had to steady racing to the 1300M to avoid the heels of AIR POWER (App L De Souza).

AIR POWER had to steady to avoid the heels of MYSTICAL STAR (App R Ruwaidy) at the 1200M.

FULL BET (App CK Khaw) had to steady passing the 200M when MYSTICAL STAR shifted out.

Over the 150M, MYSTICAL STAR shifted out taking ROBBEN (App S Rosmizan) wider on the track.   

Prior to the “All Clear”, the Racing Stewards viewed the vision of the start as when the gates were released, the barrier blanket on CIRCUIT WINNER (S Salee) failed to fully release.  The Racing Stewards took evidence from the Official Starter and also from Jockey S Salee, the rider of CIRCUIT WINNER and after considering the circumstances, declared CIRCUIT WINNER a runner.

The Club Veterinary Surgeon reported that AIR POWER returned with epiglottic entrapment and that MASTER JIANGMEN returned exhibiting signs of respiratory distress.  As such, AIR POWER and MASTER JIANGMEN will each be required pass a test (1000M/vet examination) before being declared to race again.

A post-race veterinary examination of THE MILLIONAIRE revealed no obvious abnormality.  BIG BUS (C Goon) returned cut off hind and will be required to pass a veterinary examination before being declared to race again.

App R Ruwaidy, the rider of MYSTICAL STAR, in the presence of his Master, Trainier C Robert, was shown the vision of the finish of the race and advised to keep his mount straight  under similar circumstances in future.

RACE 2 (R723)  CLASS 4 (A) –  1300M

GASSUR and PULAU PINANG, both course scratchings as they were bruised near fore tendon and  had sustained a stone bruise on the near fore foot respectively, will each be required to pass a veterinary examination before being declared to race again.

OLIVER which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards ordered the withdrawal of WINGED FOOT (R Shafiq) at 2.08pm acting on veterinary advice that it was bruised off hind.  The gelding will be required to pass a veterinary examination before being declared to race again.

BLACK MAMBA (S Salee) jumped away awkwardly.

BRISTOL DIAMOND (HS Gill) was slow to begin.

Post-race veterinary examinations of Q NINE MILLION (C Goon), BRISTOL DIAMOND and OLIVER (App S Hafis) revealed no obvious abnormality.

The Stewards questioned Trainer R Lines, the trainer of MR MOSA (AK Lim) into that gelding’s improved performance.  He stated that MR MOSA’s work had been normal and that the gelding was suited by the pace of today’s race.  His explanation was noted.

BM POWER, a course scratching as it had a swollen left eye, will be required to pass a veterinary examination before being declared to race again.

JUSTICE GRACE which was down 27kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey HS Gill to replace Jockey F Yap as the rider of AUDACIOUS as the latter was unable to ride due to personal reason.

Heavy rain fell prior to and during the running of the race.

ANTHEIA (App N Varmah) jumped away awkwardly and was slow into stride.

Jockey HS Gill, the rider of AUDACIOUS reported that his mount was not striding out freely.  A post-race veterinary examination of the gelding revealed no obvious abnormality.

Post-race veterinary examinations of CHERON WARRIOR (C Goon) and D’GREAT WORLD (R Shafiq) revealed no obvious abnormality.

All riders returned to scale an average of ½ kg overweight due to the adverse weather condition.

The state of track was downgraded to “Soft” after the running of this race.

RACE 4 (R725) MALAYSIA 3YO CHAMPIONSHIP (HEAT 3)  – 1200M

  [RIDERS ALLOWANCES WILL NOT BE PERMITTED]

Trainer S Dunderdale was fined RM500/- under PNTC Official Racing Programme Clause 3.4 for scratching RAKAMA without an Official Veterinary Certificate.  In addition, he will have to pay the full Entry Fees and reimburse the Club all expenses incurred.

Heavy rain fell prior to and during the running of the race.

SELANGOR STAR (HS Gill) and TEAM WINNER (App CK Khaw) were both slow into stride.

UNSHADOWED GENERAL (KC Wong) and FANTASTIC ECLIPSE (Y Aify) brushed when racing tight approaching the 100M.

Jockey HS Gill, the rider of SELANGOR STAR, reported that his mount was not striding out freely and could not handle the going.  A post-race veterinary examination of SELANGOR STAR revealed no obvious abnormality.

Jockeys SU Lim and R Shafiq, the riders of KING’S ORDER and BROKE IN LONDON respectively, reported that their mounts could not handle the going.   

Post-race veterinary examinations of TEAM WINNER, SOLID BRISK (App S Hafis) and BROKE IN LONDON (R Shafiq) revealed no obvious abnormality.

All riders returned to scale an average of 2kg overweight due to the adverse weather condition.

Trainer F Maynard was fined RM100/- each for negligence under MRA Rule 152(5)(a) for scratching SUNTZU, NORTHERN KNIGHT and GASSUR on an incorrect form at declaration on Thursday, 6th June 2019.

RACE 2 (R715) CLASS 5 (B) – 1400M, SATURDAY, 8TH JUNE 2019, 1ST DAY, PENANG JUNE MEETING 2019

Jockey F Yap’s failure to fulfill his riding engagement on SUPER RED was investigated and it was established that he was unable to be on course due to personal reason.  His explanation was noted.


RACE 6 (R719) CLASS 4 (B) – 1300M, SATURDAY, 8TH JUNE 2019, 1ST DAY, PENANG JUNE MEETING 2019

The Stewards questioned Jockey Z Khairil, the rider of ALASAMO into his ride on the gelding. Jockey Z Khairil stated that his instructions from Trainer KF Wong were to be midfield, and after getting a good jump, he was caught wide racing to the 800M and thereafter he was able to shift in to get a better position.  He said that from the 700M, he commenced to ride forward on ALASAMO but received little response and on entering the straight from the 300M, he commenced to ride with the whip and at the 200M, the gelding had a tendency to get its head up and raced ungenerously under pressure.  He further stated that ALASAMO finished the race only fairly. 

After viewing the vision of the race, the Stewards noted Jockey Z Khairil’s explanation.

The Stewards permitted Jockey HS Gill to replace Jockey F Yap who was not on course to fulfill his engagement as the rider of SUPER RED.  The matter will be investigated.

FIRST OPTION (R Shafiq) which was fractious and reared on several occasions after being placed in the barrier, was withdrawn by order of the Stewards at 2.22 pm.  The gelding will be required to pass two (2) starting stall tests at weekly interval before being declared to race again.

FRANCES (App L De Souza), MAGICAL TALENT (App WW Cheah) and RED EASTERN (Y Aify) all stood when the gates were released and were slow to begin.

RICH AND SMART (S Anandan) was held up for a clear run inside the 300M and had to be steadied outwards across the heels of EASTWOOD (C Goon) for clear running. 

Post-race veterinary examinations of MAGICAL TALENT, OUR RIVER DANCER                (Z Khairil) and RED EASTERN revealed no obvious abnormality.

SUNTZU, a course scratching as it had respiratory infection, will be required to pass a veterinary examination before being declared to race again.

UNION JAC (R Shafiq) had to steady to avoid the heels of MIROTIC (SU Lim) shortly after the start. 

JUMBO STAR (CK Tan) had to steady to avoid the heels of MIROTIC racing to the 1100M.

  

CAPE LINCOLN (Y Aify) shifted inwards racing to the 200M when put under pressure.

MIROTIC and JUMBO STAR brushed approaching the finish of the race.

The saddle on DAYFLIRT (S Salee) slipped backwards during the running of the race.

The Club Veterinary Surgeon reported that RUN CHEETAH RUN (App P Haris)  returned lame off fore and as such will be required to pass a test (1000M/vet) before being declared to race again.

SHANGHAI NIGHTS raced greenly racing to the 1000M and had to be steadied to avoid the heels of D’GREAT CHANCE (App P Haris).

The Club Veterinary Surgeon reported that STRONG MAN returned lame near fore and as such will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of BIG GHOST (Z Khairil), SHANGHAI NIGHTS and MYSTICAL MARS (App CK Khaw) revealed no obvious abnormality.  BIG GHOST which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned App S Hafis, the rider of GLORIA MARIS, in the presence of his Acting Master, Trainer B Ng, into his ride over the concluding stages of the race.  App S Hafis stated that over the concluding stages, the filly had laid in under pressure and raced greenly.

ALASAMO (Z Khairil) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

SUPER HARD (App CK Khaw) was slow to begin. 

MULTIBLUE TOSCA (KC Wong) had to steady racing inside the 250M to avoid the heels of ALASAMO, and then shifted in for clear running.

Jockey Z Khairil, the rider of ALASAMO reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of MULTIBLUE TOSCA, PARTY GIRL (HS Gill) and SUPER HARD revealed no obvious abnormality.  MULTIBLUE TOSCA was impounded for further veterinary and analytical examination.

The Stewards questioned Trainer R Lines, the trainer of PLATOON (J Low) into that gelding’s improved performance today.  He stated that PLATOON was having its run back after a spell and at the previous start, he had been forced to race very wide and today, he was in a lower class race and he expected PLATOON to perform well.  He further stated that the instructions he gave to Jockey J Low were to be forward or handy.  The Stewards noted his explanation and reminded him of the rules regarding “in-and-out” running (MRA Rule 117(3)).

The Stewards questioned Jockey KC Wong and Trainer S Cook, the rider and trainer of MULTIBLUE TOSCA respectively into that gelding’s performance today.  After taking initial evidence, the Stewards adjourned the Inquiry to a date to be fixed.

A post-race veterinary examination of  NANA (Z Khairil)  revealed no obvious abnormality.  The mare was  impounded for further veterinary and analytical examination.

GENERAL REPORT(S)

INQUIRY CONCERNING URINE SAMPLE CODED J-6295 WHICH WAS TAKEN FROM APP A AZIZI  ON 28TH APRIL 2019 AT THE PENANG TURF CLUB APRIL/MAY MEETING 2019 AND RETURNED POSITIVE TO “MITRAGYNINE” WHICH IS A PROHIBITED SUBSTANCE IN TERMS OF THE MRA RULES

The Stewards concluded an Inquiry into the above matter on Saturday, 8th June 2019 at the Penang Turf Club.  Evidence were taken from App A Azizi in the presence of his master, Trainer T Asogan,  Prof. Dr. Tan Soo Choon, Chief Analyst of USains Biomics Laboratory and Dr.  Deivanai Thangarajan, Club Medical Officer, Penang Turf Club.

App A Azizi pleaded guilty to a charge under MRA Rule 136(3)(b) in that a urine sample coded J-6295, submitted by him on  28th April 2019 at the Penang Turf Club April/May Meeting 2019, upon analysis, revealed the presence of “Mitragynine”, which is a prohibited substance under the MRA Rules.

In deciding on penalty, the Stewards took into account App A Azizi’s guilty plea, his disciplinary record and mitigating factors.  App A Azizi  was suspended from riding in races for a period of six (6) months backdated to Friday, 10th May 2019 which is the date when he was stood down from riding and to expire on Saturday, 9th November 2019, both days inclusive.  He was informed of his right of appeal (12.55 pm).

App A Azizi was informed that he would be required to provide a clear urine sample for analysis before resuming riding.

The following horses had undergone corrective surgery at the PRTC Equine Hospital between 22nd April to 21st May 2019 and as such will be required to pass a Steward’s Embargo Test before being declared to race again:-

RACE 5 (R662)  CLASS 5(B) – 1400m (sc) – ATLETICO DE MADRID HANDICAP

1ST DAY, SATURDAY, 25th MAY 2019 – PERAK MAY/JUNE MEETING 2019

Jockey M Hanif (MARIO ATTILA) subsequently exercised his Right of Appeal and applied for a Stay of Sentence.  The Panel of Stewards considered the application for stay which was granted.  The appeal hearing will be held at a date to be fixed.

The report dated 7th June 2019 (V19/069) from the Chief Analyst of Usains Biomics Laboratory stated that 46 coded urine and 50 sets of coded blood samples from the above mentioned race meeting were received on 26th May 2019, for analysis under the MRA Rules and Regulations.  No prohibited substances were detected except for sample coded “20272” which revealed the presence of “Phenylbutazone & metabolite”.  After decoding this sample number, it was established that the sample was reported to have been taken from the horse “RACING MAN                    which finished first (1st) in Race 5, on Saturday, 25th May 2019, at the Perak Turf  Club May/June Meeting 2019. 

On 7th June 2019, Trainer EV Breukelen, the trainer of “RACING MAN” was advised of the contents of this report and his attention drawn to MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 regarding the Referee Sample. 

Trainer EV Breukelen was also advised that “RACING MAN” cannot be entered to race until cleared by the PRTC Panel of Stewards under MRA Rule 134(12).

An Inquiry into this matter will be held at a date to be fixed.

A post-race veterinary examination of D’GREAT WORLD (R Shafiq) revealed no obvious abnormality. 

Jockey F Yap, the rider of ULTIMATE HERO, reported that his mount was making respiratory noises.  A post-race veterinary examination revealed no obvious abnormality.  The gelding was impounded for further veterinary and analytical examination.

At the conclusion of an Inquiry, Jockey SS Vanan, the rider of HUN YEANG VILLAGE pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that racing to the 1000M, he shifted in when insufficiently clear of CLASSIC KING (App S Saddam) which had to be checked and was taken inwards and bumped RAMIFICATIONS (J Low).

  

In assessing the penalty, the Stewards took into consideration Jockey SS Vanan’s guilty plea, mitigating factors and his riding record.  As Jockey SS Vanan held a jockey’s licence at the Penang and Perak Turf Clubs only, he was suspended from riding in races for the period of Monday, 6th May 2019 and to expire on Sunday, 26th May 2019, both days inclusive, being 2 Malaysian race days which is Perak Race Meeting on 25th and 26th May 2019.  He was advised of his Right of Appeal (3.05pm).

Trainer S Hamilton was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to declare the use of blinkers on CIRCUIT WINNER              (R Shafiq) within the stipulated time.

MR DREYFUSS (F Yap) jumped away awkwardly and was slow into stride, then raced wide from the 800M until entering the straight.

MR WHYTE (M Hanif) had to check racing to the 250M to avoid the heels of CHERISH         (J Low) and MILITARY STAR (SS Vanan) which were taken out when MYSTICAL STAR (App R Ruwaidy) shifted out and shortly afterwards, OVER LIMITS (App CK Khaw) shifted in.  As a consequence, MR WHYTE which was following had to check and shift out to obtain clear running and in so doing, bumped SNOW DANCER (J De Souza) wider.  App CK Khaw, in the presence of his Master, Trainer R Lines, was shown the vision of the incident and advised to exercise greater care in similar circumstances.  App R Ruwaidy, in the presence of his Master, Trainer C Robert, was also shown the vision of the incident and advised to exercise more care in similar circumstances.

The Club Veterinary Surgeon reported that MIROTIC (App S Rosmizan) and EASTWOOD    (Y Aify) both returned having cast their off fore plate and off hind plate respectively.

A post-race veterinary examination of MR DREYFUSS revealed no obvious abnormality.

INDOMITABLE SPEED (J Low) had to check at about the 1200M when PACHEBEL’S CANON was taken in by FOR FUN ONLY (App J Daniel) and as a result, ASTRO FAME (App S Rosmizan) had to check to avoid the heels of PACHEBEL’S CANON and shifted out and bumped BATTLE HORSE (M Hanif).  ASTRO FAME continued to over-race for some distance.

App S Saddam, the rider of PACHEBEL’S CANON and Jockey M Hanif, the rider of BATTLE HORSE reported that their mounts were not striding out freely.  A post-race veterinary examination of PACHEBEL’S CANON revealed no obvious abnormality.  BATTLE HORSE returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

TURQUOISE KING (App CK Khaw) and HAPPY BABY (C Goon) were both slow into stride and showed no early pace despite being urged.

PLATOON (J Low) hung out at the 800M taking PULAU PINANG (App S Saddam) wide which continued to race wide until entering the straight.

UNCHAINED MELODY (App CT Lee) raced onto the heels of RUSTY BROWN (J De Souza) at the 100M and had to check inwards to obtain a clear run.

The Club Veterinary Surgeon reported that WINDCHASER (App L De Souza) broke down after the Winning Post.  A post-race veterinary examination revealed that WINDCHASER  ruptured its near fore suspensory ligament and was humanely euthanized.

Post-race veterinary examinations of PULAU PINANG and THUNDERSTRUCK revealed no obvious abnormality.  THUNDERSTRUCK which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination was requested on RUN CHEETAH RUN on 30th April 2019 and it was established by the Veterinary Surgeon that the gelding was trotted lame off fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Trainer S Hamilton was fined RM250/- for negligence under MRA Rule 152(5)(a) for allowing D’GREAT WORLD (W561) to do two rounds of slow work on a track which was designated for fast work at 7.10 am on 30th April 2019.


WITHDRAWAL OF APPEAL AGAINST THE ONE YEAR DISQUAIIFICATION AND RM20,000/ FINE UNDER MRA RULE 44(8) AS READ WITH MRA RULE 44(8)(a) IN CONECTION WITH THE RIDING AND HANDLING OF “CASTLE CHOICE” RIDDEN BY JOCKEY AM AIZAT IN RACE 4 (R120) CLASS 4(B) – 1200M, 1ST DAY, SUNDAY, 27TH JANUIARY 2019, PENANG JANUARY/FEBRUARY MEETING 2019

On Thursday, 2nd May 2019, Jockey AM Aizat applied to withdraw his appeal with regards to the above.

On Sunday, 5th May 2019, the PNTC Racing Stewards considered the matter and acceded to his request.   The penalty of one year disqualification (effective Sunday, 17th March 2019 and to expire on 16th March 2020, both dates inclusive) and the fine of RM20,000/- stands. 

The appeal deposit was forfeited.

HEARING OF AN APPEAL BY VISITING APPRENTICE JOCKEY P MOGUN AGAINST THE ONE (1) YEAR DISQUALIFICATION IMPOSED BY THE PANEL OF STEWARDS, WHEN FOUND GUILTY FOR CONTRAVENTION OF MRA RULE 47(1) PUNISHABLE UNDER MRA RULE 47(2) AND ONE YEAR DISQUALIFICATION FOR CONTRAVENTION OF MRA RULE 152(3)(a) TO BE SERVED CONCURRENTLY

The Perak Turf Club Appellate Panel heard the above appeal on Tuesday, 30th April 2019.

After hearing and considering all submissions from Trainer S Cook, master of App P Mogun,  App P Mogun and the Acting Chief Stipendiary Steward, Mr. Philip Anderson, the Appellate Panel amended the findings of the Panel of Stewards on the sentences given.  The Appellate Panel amended the penalty of one (1) year disqualification each for both charges to a two-month suspension for both charges with effect from Monday 4th March 2019 and to expire on Friday, 3rd May 2019, both dates inclusive.   In addition, App P Mogun was fined the sum of RM1,000/- (Malaysian Ringgit: One Thousand Only) for both charges.   The appeal deposit is refunded.

LIKA TIGER (App WW Cheah) had to check and lost its position racing to the 800M when MYSTICAL STAR which was racing tight on the inside of HENNESSY DRAGON rolled in slightly.  The Stewards showed App WW Cheah, in the presence of his Master, Trainer R Lines, and App CT Lee, in the presence of his Master, Trainer HS Lim the vision of the incident and found no one rider to be responsible but did advise App CT Lee to exercise greater care in similar circumstances. 

The whip of Jockey Z Khairil (HENNESSY DRAGON) broke during the race.

Jockey S Salee, the rider of RED RACKHAM reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

RACE 5 (R537) NOVICE (SW)  – 1200M

CIRCUIT WINNER, a course scratching as it was suffering from thrush infection on the off fore foot, will be required to pass a veterinary examination before being declared to race again.

GOLD SEAL which was up 19kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

SHREDDER (App S Rosmizan) had to steady and lost its position racing to the 1000M when tightened for room by ACE’S WILD (App CK Khaw) which was taken in by CASTLE CHOICE (App CT Lee).  App CT Lee was shown the vision of the incident and advised to exercise greater care in similar circumstances.

At the 800M, HUN YEANG SQUARE (SS Vanan) had to check to avoid the heels of SHREDDER.

ACE’S WILD was racing in tight galloping room between MISE EN GARDE (Z Khairil) and LIM’S EVOLUTION (Y Aify) from the 150M and brushed MISE EN GARDE on several occasions and raced in restricted room to the end of the race.

The Club Veterinary Surgeon reported that HUN YEANG SQUARE returned broken-winded and as such will be required to pass a test (1000M/vet) before being declared to race again.

D’GREAT WORLD, a course scratching as it had a nail prick near fore foot, will be required to pass a veterinary examination before being declared to race again.

Jockey M Hanif was fined RM250/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 44(2) for failing to arrive on course at least one hour prior to the advertised time of his first carded engagement.  The Stewards permitted Jockey S Ruzaini to replace Jockey M Hanif as the rider of OUR FRIENDLY DIVA.

BAIL OUT (App P Haris) shifted in shortly after the start, resulting in BULL SPUR (App CT Lee) being crowded for room onto BARKER ROAD KID (App L De Souza) and as a result, BULL SPUR lost its position. 

The saddle slipped back on OUR FRIENDLY DIVA and BAIL OUT during the running of the race.

The Club Veterinary Surgeon reported that BAIL OUT returned exhibiting signs of respiratory distress and as such will be required to pass a test (1000M/vet) before being declared to race again.

At the conclusion of an Inquiry, Jockey Z Khairil, the rider of PEACH BOWL, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that from about the 100M, he permitted his mount to shift inwards when insufficiently clear of EAGLE SOAR (J De Souza) whilst riding with his whip, resulting in EAGLE SOAR having to check at the 50M and taken inwards onto DARK EXPRESS (S Anandan) which had to be steadied as a consequence. 

When deciding on the penalty, the Stewards took into account the facts of this case, Jockey Z Khairil’s guilty plea, points of mitigation and his riding record.  Jockey Z Khairil was suspended from riding in races for a period of two (2) Malaysian race days with effect from Monday, 29th April 2019  and to expire on Saturday, 11th May 2019, both days inclusive.  He was advised of his Right of Appeal (2.30pm).

Report of Analysis on Clearing Samples – EYEOFTHETIGER (W371) & RACE FOR FAME (C84)

Urine samples taken from EYEOFTHETIGER (W371) and RACE FOR FAME (C84) on 8th April 2019 and 11th April 2019 respectively, for analysis by USains Biomics Laboratory were cleared on 16th April 2019.

PERAK TURF CLUB APRIL MEETING 2019

The report dated 25th April 2019 (V19/053) from the Chief Analyst of Usains Biomics   Laboratory stated that 5 coded urine samples from the above mentioned race meeting were received on 14th April 2019 for analysis under the MRA Rules and Regulations.  No prohibited substances were detected, except for sample coded “J-3728” which upon analysis, was tested positive to “Furosemide”, a prohibited substance.

Upon decoding, it was noted that sample coded “J-3728” was provided by Jockey S Muniandy.   Jockey S Muniandy was notified of the finding from USains Biomics Laboratory at 12.30 pm on Saturday, 27th April 2019.

Under MRA Rule 136(3), Jockey S Muniandy is stood down from riding in races and riding trackwork, barrier trial and tests with immediate effect pending an Inquiry being conducted at a date to be fixed.

BALBOA (HS Gill) jumped away awkwardly.

App S Saddam, the rider of TOP TURF and Jockey S Ruzaini, the rider of NATURAL WATER, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.  NATURAL WATER which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.  NATURAL WATER was impounded for further veterinary and analytical examination.

The Stewards questioned Trainer HS Lim, the trainer of NATURAL WATER (S Ruzaini) into that gelding’s poor performance.  Trainer HS Lim stated that his instructions were the same as usual, to be forward and he had no tangible explanation for its poor performance today.  The Stewards noted his explanation and his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer HS Lim was advised to report back to the Stewards should he find anything amiss with NATURAL WATER during the week.   

The Stewards questioned Trainer K Coetzee, the trainer of BALBOA into that gelding’s poor performance and inconsistent running.  Trainer K Coetzee explained that Jockey HS Gill reported to him that BALBOA jumped away awkwardly and travelled fairly and approaching the 400M, failed to respond to his riding.  The Stewards noted his explanation and  his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer K Coetzee was advised to report back to the Stewards should he find anything amiss with BALBOA during the week.

Emergency acceptors, BIG GHOST and BASTION were both withdrawn due to a capacity field.

LEE’S SURPRISE, a course scratching as it had sustained cellulitis off fore,  will be required to pass a veterinary examination before being declared to race again.

DELTA WING (J Low) was slow into stride and showed no early pace despite being urged.

CASPER (App S Hafis) commenced to shift out from the 200M, resulting in SPEEDY NANCHO (S Muniandy), AMISTAD (App A Zaimuddin), LOYALTY’S ANGEL (Z Khairil) and MARIO ATTILA (M Hanif) finishing wider on the track.

Post-race veterinary examinations of D’GREAT ARES (KC Wong), LOYALTY’S ANGEL and MARIO ATTILA revealed no obvious abnormality.

App A Zaimuddin was fined RM500/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on EASTWOOD.  The Stewards permitted App S Hafis to replace App A Zaimuddin as the rider of EASTWOOD.   

 Jockey S Muniandy was fined RM500/-for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on POLO TYCOON.  The Stewards permitted Jockey J Low to replace Jockey S Muniandy as the rider of POLO TYCOON.

UNCHAINED MELODY (App CT Lee) which was kicked on the left elbow at the Parade Ring, was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

Shortly after the start, App R Ruwaidy, the rider of SUPREME SASSO, lost the use of his near side iron and was at a severe disadvantage throughout the race, was unable to ride the gelding in his normal manner and was dislodged on pulling up.  App R Ruwaidy was unhurt in this incident.  The Stewards confirmed that the saddle on SUPREME SASSO had slipped severely to the off side.

BLIXEM (KC Wong) was hampered racing to the 800M when he was aware of the rider on SUPREME SASSO in difficulty and as a consequence, raced wide from the 800M until entering the straight. 

App L De Souza, the rider of TRIPLE ONE D’GREAT, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

The Club Veterinary Surgeon reported that UNCHAINED MELODY returned having cast its off hind plate.

Post-race veterinary examinations of MR DREYFUSS (Z Khairil), MODRIC (S Salee) and GORDON G (HK Cheng) revealed no obvious abnormality.

Jockey Z Khairil, the rider of MR DREYFUSS was fined RM250/- under MRA Rule 152(5)(b) for disobeying the order of the Stewards on weighing out for the next race.

FLYING WINNER (F Yap) jumped awkwardly, shifted out and bumped STAR KING             (S Ruzaini) which lost ground.  STAR KING was then slow to recover and showed no early pace despite being urged.

STIRLING (CK Tan) showed no early pace despite being urged. 

HARVEYWALLBANGER had to be checked when racing tight at the 900M to avoid the heels of KING FORCE (HK Cheng).

HARVEYWALLBANGER again had to be checked to avoid the heels of KING FORCE at the 800M when over-racing.

KING FORCE raced very greenly in the straight and had to be checked to avoid the heels of STAR KING at the 200M and then raced very greenly to the finish. 

STAR KING had to be checked to avoid the heels of YOU ARE GENIUS (App S Saddam) at the 500M.

Jockey S Anandan, the rider of LUMINIFF LAD, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

The Stewards permitted Jockey SS Vanan to replace Jockey S Muniandy as the rider of CASTLE CHOICE when Jockey S Muniandy could not make the weight on CASTLE CHOICE.

LION CONQUEROR (App S Saddam) reared as the gates were released and jumped away awkwardly. 

App CK Khaw, the rider of PISCES STAR reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of DISCRETELY RED (Z Khairil), CASTLE CHOICE and SUPER GENIUS (M Yusri) revealed no obvious abnormality.

The Stewards inquired into an incident at the 400M as to why App A Zaimuddin, the rider of  HAPPY BABY shifted out at the 400M and his right arm made contact with  Jockey S Ruzaini, the rider of PULAU PINANG.  Both riders were shown the video of the incident and were advised that they should avoid making physical contact in similar circumstances.

At the conclusion of an Inquiry, App A Zaimuddin, the rider of HAPPY BABY, in the presence of his Acting Master, Trainer T Asogan, pleaded guilty to a charge of foul riding under MRA Rule 44(9)(b)(i) in that over the concluding 100M, he shifted out and his right arm made physical contact with Jockey S Ruzaini, the rider of PULAU PINANG on several occasions. 

In deciding on the penalty, the Stewards took into account his guilty plea, his riding record and mitigating factors.  App A Zaimuddin was suspended from riding races for one (1) month from Monday, 25th March 2019 and to expire on Wednesday, 24th April 2019, both dates inclusive.  He was advised of his right of appeal (6.20 pm).

BATTLE HORSE was checked shortly after the start when SING ROULETTE shifted out and lost ground. 

BERCHAM (App S Hafis) was difficult to settle in the early and middle stages of the race.

SING ROULETTE had to be steadied to avoid the heels of MAZANDARAN (S Muniandy) racing to the 1100M. 

A post-race veterinary examination revealed that BATTLE HORSE returned broken-winded and had dorsal displacement of soft palate and as such, will be required to pass a test (1000M/vet) before being declared to race again.

MESSI which was down 20kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey HK Cheng to replace Jockey M Hanif as the rider of NO NONSENSE as the latter was medically stood down.

NAPOLEON (App S Saddam) shifted out on jumping away and at the same time MESSI (App S Hafis) shifted in, resulting in GHOST CITY (SS Vanan), D’GREAT EASY (App L De Souza) and TONGARIRO (J Low) all being tightened for room and having to steady.  As a result, TONGARIRO and MESSI lost their positions.

SATELLITE TURBO (S Ruzaini) stood when the gates were released, was slow to jump and lost considerable ground.  SATELLITE TURBO will be required to pass one (1) starting stall test before being declared to race again.

SATELLITE TURBO failed to show any early pace despite being urged.

Post-race veterinary examinations of TONGARIRO and SATELLITE TURBO revealed no obvious abnormality.

PENANG MARCH MEETING 2019

At the conclusion of an Inquiry today (24th March 2019), evidence was taken from Jockey M Hanif and Trainer SY Lim, the rider and the trainer of SO ON respectively. 

Trainer SY Lim submitted a veterinary report from the SLTC Veterinary Surgeon that SO ON was lame off fore and as such, SO ON will be required to pass a test (1000M/vet) before being declared to race again.

However, the Stewards advised Jockey M Hanif that he should ride all his mounts out in a manner so as to leave no room for query.

Jockey AM Aizat exercised his Right of Appeal against the penalty and applied for a Stay of Sentence which was NOT GRANTED by the Stewards.  He was advised of his Right of Appeal  to the PNTC Racing Stewards against the decision of the Stipendiary Stewards.

The appeal proper will be heard at a date to be fixed.

The PNTC Racing Stewards today (24th March 2019) heard the above appeal. 

After considering the submissions of Jockey R Rueven with the assistance of Trainer K Coetzee, the Racing Stewards allowed his Appeal and amended the penalty from six (6) months’ disqualification to six (6) months’ suspension effective from Sunday, 17th March 2019 and to expire on Monday, 16th September 2019, both dates inclusive.  His deposit was refunded.

LAUS DEO (R247) which cast a shoe during the above Barrier Practice and was lame near fore as a consequence, will be required to undergo a veterinary examination before being declared to race again.

16 & 17 FEBRUARY 2019

SELANGOR TURF CLUB FEBRUARY MEETING 2019

A report dated 14 March 2019 (V19/026.2) from the Chief Analyst of Veterinary Forensic Laboratory stated that 57 coded urine and 63 sets of coded blood samples from the above mentioned race meeting were received on 17 February 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “25865” which revealed the presence of “3-Hydroxy Mepivacaine”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “TEEN ANGEL”, which ran in Race 1 (R201) on Saturday, 16 February 2019 at the Selangor Turf Club February Meeting 2019.

Trainer R Lines was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards. On 17 March 2019, Trainer R Lines requested the Referee Sample to be sent to the Hong Kong Jockey Club Laboratory for analysis, under the provisions of MRA Rule 137(1). A date for inquiry will be fixed when a report has been received from the Referee Laboratory.

The report dated 15 March 2019 (V19/036) from the Chief Analyst of Veterinary Forensic Laboratory stated that 31 bottles of coded urine samples and 35 sets of coded blood samples from the above mentioned race meeting were received on 10 March 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

A report dated 20th March 2019 (V19/033.1) from the Chief Analyst of Usains Biomics Laboratory stated that 53 bottles of coded urine samples and 55 sets of coded blood samples from the above mentioned race meeting were received on 3rd March 2019, for analysis under MRA Rules and Regulations.  No prohibited substances were detected, except for sample coded “26510” which revealed the presence of “Boldenone” and samples coded “26512” and “26514“, both  revealed the presence of “Phenylbutazone and metabolite.” 

After decoding the samples numbers, it was established that these samples were reported to have been taken from the horse “TOKO” (26510), “RACE FOR FAME” (26512)  and “EYEOFTHETIGER (26514).”

On 21st March 2019, Trainer T Asogan, the trainer of TOKO and Trainer PK Leong, the trainer of RACE FOR FAME and EYEOFTHETIGER were advised of the contents of these reports and their attentions were drawn to MRA Rule 134(12), which prohibits TOKO,  RACE FOR FAME and EYEOFTHETIGER from racing until it is cleared by the Stewards and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee samples.  Inquiries into these matters will be held at a date to be fixed.

D’GREAT LORD (KC Wong) had to steady passing the 900M when MAGICAL TEN (F Yap) rolled in.

NEVERUNCONDITIONAL (M Yusri) and SUPER WOMAN (HK Cheng) raced wide from the 800M until entering the straight.

HEAVENLY GIFT (App S Saddam) had to be steadied and shifted out for clear running at the 100M when POLO TYCOON (J Mallyon) rolled in under pressure.

The Club Veterinary Surgeon reported that SHREDDER (S Muniandy) returned having cast its near fore plate.

Jockey HS Gill, the rider of WAR LORD, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

App S Saddam, the rider of HEAVENLY GIFT, reported that his mount was not striding out freely.  A post-race veterinary examination revealed that HEAVENLY GIFT returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of LEONARDO (App L De Souza) and BLACK GHOST   (Y Aify) revealed no obvious abnormality.

The Stewards permitted Jockey S Salee to replace Jockey R Shafiq as the rider of SILVER POWER as the latter was medically stood down.

The Stewards permitted Jockey KC Wong to replace Jockey AM Aizat as the rider of  SUNTZU as the latter had been disqualified.

TH MAXIMS (App CK Khaw) cast its near fore plate behind the barriers and had to be re-shod.  The gelding was checked by the Club Veterinary Surgeon and was passed fit to race.

App CK Khaw, the rider of TH MAXIMS reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of CIZEN (J De Souza), TOTALITY (HS Gill) and ROBBEN (HK Cheng) revealed no obvious abnormality.

The Stewards questioned Jockey HK Cheng, the rider of ROBBEN as to why that gelding got so far back in the race.  Jockey HK Cheng stated that ROBBEN had a habit of being slow to begin and having no early pace and it raced in the same manner today.  He was of the opinion  that the gelding would be better suited on softer ground and over a longer distance.  Jockey HK Cheng further stated that he shifted out for clear running at the 200M and the gelding responded to his riding, however, laid in under pressure over the final 100M.  The Stewards noted his explanation.

GOD’S FATE which was down 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

ARTEMISTER, a course scratching as it had a sore back, will be required to pass a veterinary examination before being declared to race again.

CIRCUIT WINNER (K Selvan) jumped away awkwardly.

Racing to the 900M, DOCTOR GINGER (M Yusri) rolled in resulting in D’GREAT SPEED (App CK Khaw) shifting in and UNCHAINED MELODY (App R Ruwaidy) which was racing in restricted galloping room having to be steadied, checked and lost its position. 

GOD’S FATE (App L De Souza) and UNCHAINED MELODY brushed on several occasions between the 700M and 500M.

Jockey Y Aify, the rider of IMMORTAL LEGACY, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of KARIGARA (KC Wong) and SING ENERGY  revealed no obvious abnormality.  SING ENERGY was impounded for further veterinary and analytical examination.

The Stewards questioned Trainer K Coetzee, the trainer of SING ENERGY into that gelding’s poor performance today.  His only explanation was that his jockey HS Gill had reported that the gelding was better suited on softer going.  The Stewards noted his explanation and his attention was drawn to the rules regarding “in- and-out” running. (MRA Rule 117(3))

GENERAL REPORT(S)

RACE 4 (R120) CLASS 4(B) – 1200M, 1ST DAY, SUNDAY, 27TH JANUARY 2019, PENANG JANUARY/FEBRUARY MEETING 2019

At the conclusion of an Inquiry today (17th March 2019) into the running and handling of CASTLE CHOICE in the above race, evidence was taken from Jockey AM Aizat and Trainer HS Lim, the rider and trainer of CASTLE CHOICE respectively.

Jockey AM Aizat was found guilty of a charge under MRA Rule 44(8) as read with MRA Rule 44(8)(a) in that he failed to take all reasonable and permissible measures throughout the race to ensure that CASTLE CHOICE was given full opportunity of winning or obtaining the best possible placing.  The particulars of the charge were:-

  1. That he failed to get a good jump and ride with sufficient vigour to carry out his instructions;
  2. That he raced unnecessarily wide from the 1000M to the 600M and failed to get a better position in the race;
  3. That he failed to ride CASTLE CHOICE out with sufficient vigour from the 400M until the 100M;
  4. That at about the 50M, he unnecessarily restrained the gelding and lost unnecessary ground.

In assessing the penalty, the Stewards took into consideration Jockey AM Aizat’s riding record and mitigating factors.  He was disqualified for a period of one (1) year with effect from Sunday,  17th March 2019 and to expire on 16th March 2020, both dates inclusive.  In addition, he was fined a sum of RM20,000/- (Malaysian Ringgit Twenty Thousand).  He was advised of his Right of Appeal (2.00pm).


APLICATION FOR  STAY OF SENTENCE:

JOCKEY R RUEVEN (BLIXEM) – DISQUALIFIED 6 MONTHS AFTER PLEADED GUILTY TO A CHARGE UNDER MRA RULE 121(3) AS READ WITH MRA RULE 152(5)(a) FOR FAILING TO WEIGH-IN FOR “BLIXEM”, THE 3RD PLACE GETTER IN RACE 7 (R333) CLASS 5(A)- 1200M, 1ST DAY, SATURDAY, 16TH MARCH 2019,   PENANG MARCH MEETING 2019

Jockey R Rueven exercised his Right of Appeal against the penalty and applied for a Stay of Sentence which was not granted by the Stewards.  He was advised to appeal to the PNTC Racing Stewards against the decision of the Stipendiary Stewards.

The PNTC Racing Stewards today (17th March 2019) heard the appeal from Jockey R Rueven for a Stay of Sentence which was not granted.  His deposit was forfeited. 

The appeal proper will be heard at a date to be fixed.

At the conclusion of an Inquiry, Jockey R Shafiq, the rider of SATELLITE PRINCE pleaded guilty to a charge under MRA Rule 44(6) for failing to ride SATELLITE PRINCE out to the end of the race to the satisfaction of the Stewards.  When assessing the penalty, the Stewards took into consideration Jockey R Shafiq’s guilty plea, mitigating factors and his riding record.  Jockey R Shafiq was suspended from riding in races for a period of one (1) month with effect from Monday, 18th March 2019 and to expire on Wednesday, 17th April 2019, both dates inclusive.  He was advised of his Right of Appeal (4.00 pm).

The Stewards permitted Jockey HK Cheng to replace Jockey R Shafiq as the rider of D’GREAT LIGHT as the latter was medically stood down.

LITTLEBITOFJOY (App S Hafis) was slow into stride and showed no early pace despite being urged.

D’GREAT LIGHT  had to steady racing to the 1000M and lost ground.

SACRED SURFER (App A Zaimuddin) had to steady racing to the 900M to avoid the heels of PLATINUM LIFE (App J Daniel).  App J Daniel was shown the vision of the incident and advised to exercise greater care under similar circumstances.

PLATINUM LIFE was held up for clear running from the 300M until about the 150M.

SACRED SURFER had to be steadied at the 200M to avoid the heels of WORLD HARMONY (App S Saddam) and was disappointed for a run for some distance.

D’GREAT LIGHT had to be steadied and shifted out at the 150M to obtain clear running,

READY TO FORCE (J De Souza) shifted in over the concluding 100M and at the 50M, INNIMINYMINEMOW (HS Gill) had to be steadied.  Jockey J De Souza was shown the vision of the incident and advised to exercise greater care under similar circumstances. 

The Club Veterinary Surgeon reported that EATONS GOLD (App S Rosmizan)  returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey Y Aify, the rider of PROBABLY reported that his mount was not striding out freely. A post-race veterinary examination revealed that PROBABLY returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of PLATINUM LIFE and LITTLEBITOFJOY revealed no obvious abnormality.

RACE 7 (R333) CLASS 5 (A) – 1200M

CLASSIC KING, a course scratching as it was bruised off fore fetlock, will be required to pass a veterinary examination before being declared to race again.

ONE O NINE and STAR KING which were down 16kgs and 27kgs in body weight respectively since their last runs, were checked by the Club Veterinary Surgeon prior to the race and were  passed fit to start.

The Stewards permitted Jockey J Mallyon to replace Jockey R Shafiq as the rider of STAR KING as the latter was medically stood down.

GOLDEN DRAGON (App L De Souza) raced wide from the 700M until entering the straight.

App CK Khaw, the rider of  NOVA EAGLE reported that his mount was making respiratory noises.  A post-race veterinary examination revealed that NOVA EAGLE returned  broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockeys M Hanif and Y Aify, the respective riders of SO ON and MIROTIC reported that their mounts were not striding out freely.  Post-race veterinary examinations revealed no obvious abnormality.

Post-race veterinary examinations of ONE O NINE (S Anandan) and GOLDEN DRAGON  revealed no obvious abnormality.

Prior to the “All Clear”, the Clerk of Scales reported to the Stewards that Jockey R Rueven, the rider of 3rd place getter BLIXEM had failed to weigh-in in accordance with MRA Rule 121(3) and as a consequence, an objection was lodged against the horse concerned.  The Racing Stewards reviewed the CCTV footage after Jockey R Rueven had returned to the Scales and confirmed the Clerk of Scales’ report that Jockey R Rueven had not weighed-in.   The Racing Stewards upheld the objection.  BLIXEM was disqualified and the placings were amended accordingly.

At the conclusion of an Inquiry, Jockey R Rueven pleaded guilty to a charge under MRA Rule 121(3) as read with MRA Rule 152(5)(a) for negligence in that he failed to weigh-in for BLIXEM, the 3rd place getter in this race.  In assessing the penalty, the Stewards took into consideration Jockey R Rueven’s guilty plea and mitigating factors.  Jockey R Rueven was disqualified for a period of six (6) months with effect from Sunday, 17th March 2019 and to expire on Monday, 16th September 2019, both dates inclusive.  He was advised of his Right of Appeal (7.00 pm).

An Inquiry into the running and handling of SO ON (M Hanif) will be held at a date to be fixed.

COMPLAINT LODGED BY PNTC SECURITY DEPARTMENT AGAINST SYCE ELAMARAN A/L KECHI (MRA PASS NO. S.639) EMPLOYED BY TRAINER HS LIM

The Stewards concluded an Inquiry today (16th March 2019) into the above complaint.  After taking evidence from Security Guard Ramasamy a/l Shumugam and Syce Elamaran a/l Kechi in the presence of his employer Trainer HS Lim, Syce Elamaran a/l Kechi was fined RM250/- (Malaysian Ringgit Two Hundred and Fifty) under MRA Rule 152(5)(a) for misconduct in that he failed to follow the directive of the PNTC Security Personnel at 13.20 hours on Sunday, 10th March 2019 at the PNTC Main Entrance.

RACE 11 (R318) CLASS 5 (B) – 1300M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

The Stewards, on 12 March 2019 at the Selangor Turf Club, concluded an inquiry into an incident at about the 800M. Evidence was taken from App WW Cheah, the rider of ELF’S DREAM, in the presence of his Master, Trainer R Lines, App A Zaimuddin, the rider of LIM’S ACTION, in the presence of his Acting Master, B Trainer Veloo a/l Kanniah, and App S Uzair, the rider of ONCE A THIEF.

App WW Cheah pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that that at the 800M he allowed his mount to lay inwards when not clear of LIM’S ACTION (App A Zaimuddin) which was badly checked and became unbalanced.

In assessing the penalty, the Stewards took into consideration App WW Cheah’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of his suspension. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 18 March 2019 and to expire on 30 March 2019 both dates inclusive. He was advised of his Right of Appeal (11:30am).


ADDENDUM

RACE 11 (R318) CLASS 5 (B) – 1300M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

MUSANG KING (SU Lim) dislodged and injured the rider on the way to the start. The Stewards ordered the withdrawal of the gelding at 5.56pm. An enquiry will be held into the circumstances of Jockey SU Lim’s fall at a date to be fixed. MUSANG KING will be required to pass a 1000M/vet (from the starting stall) test before being declared to race again.

RACE 9 (R316) CLASS 4 (A) – 1600M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

At the conclusion of an inquiry, Jockey S Ruzaini, the rider of MR HOPKINS, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that at about the 300M, he allowed his mount to shift inwards when not clear of SACRED EMPIRE which had to be checked.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 11 March 2019 and to expire on 17 March 2019, both dates inclusive. He was advised of his Right of Appeal (6:15pm).

POLO TYCOON (AK Lim) was slow to begin.

EASTWOOD (App A Zaimuddin) jumped away awkwardly and lost ground.

UNION JAC (HS Gill) jumped away awkwardly and was slow into stride.

EMPIRE BAY (SU Lim) steadied shortly after the start when MAGICAL TALENT (App WW Cheah) shifted in.

After the “All Clear”, the Stewards, on reviewing the vision of the start, noted that UNION JAC had started from Barrier 5 instead of Barrier 6 and that BM POWER (HK Cheng) had started from Barrier 6 instead of Barrier 5.  After interviewing Jockeys HS Gill and HK Cheng, the respective riders of UNION JAC and BM POWER, and the Official Starter Mr Hari Chandran Subramaniam, the Stewards warned both riders that it was their responsibility to enter their respective barriers correctly, failing which action may be taken against them in future.  The Official Starter was advised to ensure that his instructions at the start are carried out correctly.  No further action was taken.

The Club Veterinary Surgeon reported that BM POWER returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of EMPIRE BAY revealed that the gelding returned having cast its near fore plate.

The Stewards questioned App P Mogun, the rider of MONSTER ENERGY, in the presence of his Acting Master, Trainer HS Lim, into that gelding’s poor performance today.  App P Mogun reported that MONSTER ENERGY was not striding out freely and failed to respond to his riding at any stage of the race and that he was unable to maintain a more forward position after being tightened for room at the 1400M.  His explanation was noted.  A post-race veterinary examination of MONSTER ENERGY revealed no obvious abnormality.  The gelding was impounded for further veterinary and analytical examination.  MONSTER ENERGY which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

COMPLAINT LODGED BY PNTC SECURITY DEPARTMENT AGAINST TRAINER S HAMILTON

At the conclusion of an Inquiry today (3rd February 2019) into the above complaint and after taking evidence from Trainer S Hamilton, PNTC Security Guard Rai Basudev, Assistant Security Officer, Mr Mahendaraj a/l Singaravelu and Trainer S Hamilton’s Secretary, Ms Florence Tan Bee Chin, Trainer S Hamiton pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) as read with MRA Rule 33(1) in that she misconducted herself  on 29th January 2019 by being aggressive towards PNTC Security Guard Rai Basudev at the PNTC New Stable Complex and coming into contact with him. 

When deciding on penalty, the Stewards took into account Trainer S Hamilton’s guilty plea, mitigating factors and her previous record. Trainer S Hamilton was fined RM2,500/- (Malaysian Ringgit Two Thousand Five Hundred) and informed of her Right of Appeal     (12.15 pm).

CASPER (App J Daniel) raced wide from the 700M until entering the straight.

EAGLE SOAR (App WW Cheah) shifted out on entering the straight and raced wide.

VICTORY MARCH (App S Saddam) laid in away from the whip passing the 200M.

Over the final 100M, EAGLE SOAR continued to shift out, resulting in LION CITY GOLD    (R Rueven) being taken wider on the track.

Post-race veterinary examinations of LION CITY GOLD, RANGITAIKI and HANDSOME BOSS (SU Lim) revealed no obvious abnormality.

 D’GREAT LORD (AM Aizat) steadied shortly after the start when DARK EXPRESS               (J Mallyon) shifted in.

D’GREAT LORD raced wide from the 700M until entering the straight.

SO ON (M Hanif) laid out over the final 50M and finished wider on the track.

Jockey R Rueven, the rider of ZOLVED, reported that his saddle slipped backwards on jumping away.

Jockey J Mallyon, the rider of DARK EXPRESS, reported that his mount was making respiratory noises.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of  D’GREAT LORD and GOLDEN DRAGON (J De Souza) revealed no obvious abnormality.

HUN YEANG ROAD and RED GENERAL, both course scratchings as they were sore near fore knee and bruised near fore heels respectively, will each be required to pass a veterinary examination before being declared to race again.

BELT AND ROAD, a course scratching as it sustained a bruised off fore sole, will be required to pass a veterinary examination before being declared to race again.

FIELD FORCE which was down 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

ROBBEN (S Salee) was slow to begin and showed no early pace despite being urged.

RUSSELL THE CROWE (R Rueven) raced wide from the 700M until entering the straight.

Jockey R Rueven, the rider of RUSSELL THE CROWE and Jockey S Salee, the rider of ROBBEN, reported that their respective mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.

RACE 5 (R137) OPEN MAIDEN – 1300M

 Trainer PK Leong was fined RM250/- for negligence under MRA Rule 152(5)(a) for declaring Jockey HK Cheng instead of Jockey KC Wong as the rider of MIRACLE KID.

MIRACLE KID which was down 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

MIRACLE KID refused to jump and took no part in the race.  The Stewards reviewed the vision of the start and in view of its adverse history, ordered that the gelding be required to pass two starting stall tests (at weekly intervals) before being declared to race again.

GOLDEN CRAFTSMAN (S Muniandy) reared when the gates were released and was very slow to begin.   Trainer HS Lim was advised that a warning was placed on the gelding and action may be taken against it in similar circumstances in future.

The Club Veterinary Surgeon reported that D’GREAT EASY (J Low) returned having cast its off fore plate.

Post-race veterinary examinations of MAXIM LEGEND (R Rueven), GOLDEN CRAFTSMAN and MIRACLE KID revealed no obvious abnormality.  MAXIM LEGEND, which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

MARIO ATTILA (M Hanif) had to be steadied racing to the 900M to avoid the heels of GHOST CITY (Y Aify) which shifted out.

BATTLE PLAN (HK Cheng) had to be steadied inside the 200M when GOOD LUCKY      (App WW Cheah) rolled in.

Emergency acceptors, D’GREAT OPULENT and SWAN SONG were both withdrawn due to a capacity field.

 This race was run in heavy rain.

MANMADHAN (Z Khairil) raced wide from the 700M until entering the straight.

NAPOLEON (App S Saddam) had to be steadied racing to the 250M when racing on the heels of JACKWIN (R Rueven).

Jockey HS Gill, the rider of SING EXPRESS, dropped his whip at about the 200M.  After taking into consideration the adverse weather condition, Jockey HS Gill was warned that a repetition could lead to action being taken against him. 

All riders returned to scale an average of 1½ kg overweight due to the adverse weather condition. 

 Jockey AM Aizat, the rider of ORION and Jockey R Rueven, the rider of JACKWIN, reported that their respective mounts could not handle the going.

The Club Veterinary Surgeon reported that RICH AND SMART (C Goon) returned having cast its off fore plate.

App S Saddam, the rider of NAPOLEON reported that his mount was not striding out freely. A post-race veterinary report revealed no obvious abnormality.

Post-race veterinary examinations of ORION, RACE FOR FAME (App S Hafis) and JACKWIN revealed no obvious abnormality.

GENERAL REPORT  – PRTC

 APPEAL BY JOCKEY S ANANDAN AGAINST THE TWO (2) MONTHS’ SUSPENSION IMPOSED BY THE PANEL OF STEWARDS UNDER MRA RULE 44(10) IN CONNECTION WITH HIS RIDING AND HANDLING OF “HUSSONATOR” IN RACE 6 (R1303), CLASS 4 (A) – 1600M(lc) – FLORIADE HANDICAP, PERAK OCTOBER MEETING – 3rd DAY, SATURDAY, 20th OCTOBER 2018.

The Appellate Panel of Stewards heard the above appeal today, Tuesday, 29th January 2019.  After hearing submissions from Acting Chief Stipendiary Steward, Mr. Philip Anderson, Jockey S Anandan, his witness, Starter Mr. Harichandran Subramaniam and reviewing all the video recordings, the Appellate Panel dismissed the appeal.  

However, the Appellate Panel reduced his suspension to one (1) month, effective from Tuesday, 29th January 2019 and to expire on Wednesday, 28th February 2019, both dates inclusive.  His deposit is forfeited.

STIPENDIARY STEWARDS’ REPORT – THURSDAY, 31 JANUARY 2019

 RACE 3 (R082) CLASS 5 (A) – 1500M (LONG COURSE B), SATURDAY, 19 JANUARY 2019, SELANGOR TURF CLUB JANUARY MEETING 2019

The Stewards enquired into the running and handling of BIG PARIS and took evidence from Jockey HS Gill and Trainer SY Lim, the rider and trainer of BIG PARIS respectively.

Trainer SY Lim stated that BIG PARIS, which is a maiden, tends to perform best when ridden handy. The gelding has also raced well when allowed to lead, but it is not essential that it does so.

Jockey HS Gill stated that BIG PARIS was never travelling with any fluency, and carried his head awkwardly under pressure in the middle stages. He added that BIG PARIS responded just fairly in the straight and was one-paced. The Stewards observed that in the last 400M, Jockey HS Gill appeared to ride in a manner different to his usual style. He seemed not to be in rhythm with his mount and was upright in the saddle, in companion to his riding in Races 2 and 9 on the same day.

Jockey HS Gill explained that BIG PARIS laid outwards in the last 400M and therefore he kept a tight grip of the left rein and shifted his weight inwards in response. This may have caused him to appear more upright than usual, and he admitted that he found it difficult to keep rhythm with the gelding whose response was, in any case, limited. He had reported to a Stipendiary Steward immediately after the race that BIG PARIS was not striding out well, but failed to mention the fact that it also laid outwards.

Having heard this evidence and viewed the vision of the race, the Stewards accepted Jockey HS Gill’s explanation but warned him that, in future, he must take care to comply with his responsibilities under MRA Rule 44(11) to report to the Stipendiary Stewards anything that may have affected the performance of his horse in the race.


TUESDAY, 29 JANUARY 2019, OFFICIAL BARRIER TEST

 RAJA MAHESA which bled, will be barred from racing for a period of three (3) months under MRA Rule 92(3) and thereafter will be required to pass a bleeder’s test before being declared to race again.


SATURDAY, 2ND FEBRUARY 2019, 2ND DAY, PENANG JANUARY/FEBRUARY MEETING 2019

Trainers F Maynard and BT Lim were each fined RM500/- (Ringgit Malaysia Five Hundred) under PNTC Official Programme Clause 3.4 for scratching SACRED SURFER (Race 4) and MAGIC RANGER (Race 7) respectively without an Official Veterinary Certificate.


COMPLAINT LODGED BY PNTC SECURITY DEPARTMENT AGAINST TRAINER S HAMILTON

The Stewards today (2nd February 2019) opened and adjourned an Inquiry to a date to be fixed into a complaint lodged by PNTC Security Department against Trainer S Hamilton.
