RACE 2 (R452) CLASS 5(A)  –  1200M     

AMERICAN TYCOON, a course scratching as it suffered a nail prick in the off fore foot, will be required to pass a veterinary examination before being declared to race again.

Emergency acceptors GRIDIRON and GOLDEN COIN were both withdrawn due to a capacity field.

VICTORY MARCH which was up 17kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

HEART FEELING (HS Gill) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

WINTERFELL (App CK Khaw) jumped away awkwardly and lost ground.

The Club Veterinary Surgeon reported that D’GREAT TALENT (J De Souza) and VICTORY MARCH (CK Tan) bled and both will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter will be required to pass a bleeder’s test before being declared to race again.

The Stewards questioned Trainer HY Cheng and Jockey J Low, the trainer and rider of AGNI respectively into the mare’s performance today.  Trainer HY Cheng explained that AGNI was having its first start in Malaysia and had not raced since 6th October 2019 and his instructions were to sit midfield.  Jockey J Low explained that AGNI jumped fairly and raced with its head up on several occasions in the middle stages of the race.  Jockey J Low stated that he was able to sit midfield as instructed and from about the 300M when placed under the whip, AGNI ran on fairly.  Their explanations were noted.

TRIPLE ONE STAR, a course scratching as it had a bruised back, will be required to pass a veterinary examination before being declared to race again.

FIERY SHINO, JULIUS CAESAR and HENG KINGDOM which were up 30kgs, 18kgs and 15kgs respectively in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were all  passed fit to start.

En route to the start, TONGARIRO injured its rider, App CK Khaw who sustained an injury to his left leg and was stood down by the Club Medical Officer.  To avoid unnecessary delay, the Stewards ordered the withdrawal of TONGARIRO at 3.41pm.

JULIUS CAESAR (App S Saddam) jumped away awkwardly and shifted out, causing GENERAL MARSHALL (HS Gill) to be checked.

UNCHAINED MELODY (App P Haris) stood, was very slow to begin and lost considerable ground at the start.  The mare will be required to pass one starting stall test before being declared to race again.

PRE-RACE BLOOD TEST – 3RD   DAY, SUNDAY, 26TH JULY 2020

PENANG TURF CLUB JULY MEETING 2020 

The report dated 26th July 2020 (PNTC #V20/07) from the Chief Analyst of Veterinary Forensic Laboratory stated that 101 coded blood samples were received from the above- mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.


2ND DAY, SATURDAY, 25TH JULY 2020, PENANG JULY MEETING 2020

Following the running of Race 5 (R448) on Saturday, 25th July 2020, 2nd Day, Penang July Meeting 2020, it was reported to the  Stewards  that Trainer HS Lim, the trainer of GOLD SKY BILLION (S Ruzaini), the winning horse, had violated PNTC SOPs in light of the Covid-19 with respect to the number of owners present at the Winning Enclosure. 

At the conclusion of an Inquiry today (26th July 2020) into the matter, Trainer HS Lim pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) in that he failed to comply with the PNTC SOP Circular No. T12/20 dated 13th July 2020.  Trainer HS Lim was fined a sum of RM2,500/-  and was  informed of his  Right of Appeal (1.25pm).

App P Mogun, the rider of MY FIRST MILLION, reported that his mount was not striding out freely.  A post-race veterinary examination revealed that MY FIRST MILLION returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of JACKS SECRET (Z Khairil) revealed no obvious abnormality.  JACKS SECRET which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

MR DREYFUSS and SATELLITE GENIUS which were down 21kgs and up 18kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

Trainer HY Cheng was fined RM1,000/- for failing to ensure that the vaccination status (Tetanus) was current for DRAGONITE (App I Firdzriel) in terms of  MRA Regulation 20.3.4 and punishable under MRA Regulation 20.6.  DRAGONITE was withdrawn by order of the Stewards at 3.20pm.   

MAYWEATHER (S Anandan) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

JOCKEY AK Lim, the rider of WILL BE BETTER and Jockey R Rueven, the rider of CAVATINA, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.

PRE-RACE BLOOD TEST –2ND DAY, SATURDAY, 25TH JULY 2020

PENANG TURF CLUB JULY MEETING 2020 

The report dated 25th July 2020 (PNTC #20/06) from the Chief Analyst of Veterinary Forensic Laboratory stated that 89 coded blood samples were received from the above-mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.


PNTC SECURITY DEPARTMENT REPORT DATED 25TH MARCH 2020 AGAINST TRAINER B NG

The Stewards today (25th July 2020) investigated into the above report and after hearing evidence from Trainer B Ng and Assistant Security Officer Mr. Mahandaraj Singaravelu, it was established that both had an exchange of words over personal matters.  Both parties agreed to accept each other’s apology and no further action was taken.


PNTC LETTER DATED 17TH APRIL 2020 TO TRAINER B NG REGARDING HIS EMPLOYEE MR. CHOO CHUIN LEONG

The attention of Trainer B Ng was drawn to the PNTC Standing Instructions and Regulations via Circular No.T3/20 dated 28th March 2020.  Trainer B Ng was informed that all his staff must comply with the directive in the Circular in light of Covid-19 SOP,  failing which action may be taken against him.


PNTC SECURITY DEPARTMENT REPORT DATED 30TH APRIL 2020 AGAINST TRAINER HS LIM REGARDING NON COMPLIANCE WITH PNTC STANDING INSTRUCTIONS AND REGULATIONS  

The Stewards today (25th July 2020) investigated into the above report.  After taking evidence from Trainer HS Lim, the Stewards advised him that he must comply with PNTC Standing Instructions and Regulations in light of the Covid-19 SPO, failing which action may be taken against him.


2ND DAY, SATURDAY, 25TH JULY 2020, PENANG JULY MEETING 2020

Following the running of Race 6, it was reported to the Stewards that Trainer S Hamilton, the trainer of FUNKADELIC (S Salee), the winning horse, had violated PNTC SOPs in light of the Covid-19 with respect to the number of owners present at the Winning Enclosure. 

At the conclusion of an Inquiry into the matter, Trainer S Hamilton pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) in that she failed to comply with the PNTC SOP Circular No. T12/20 dated 13th July 2020 and she was fined a sum of RM2,500/- .  She was  informed of her Right of Appeal (5.40pm).


GENERAL REPORT – SLTC

SATURDAY, 18 JULY 2020, SLTC TRACKWORK

The inquiry into the reason for newly registered Track Rider Fandi Bin Ahmad riding LISTEN (J412) on the main grass was conducted on Wednesday, 22 July 2020.

Initial evidence was taken from Trainer MW Teh who was not present at the track at that time. Due to requirement to clarify Mr Teh’s statement, the inquiry was adjourned. Trainer MW Teh was instructed that until the inquiry was concluded, Track Rider Fandi would not be permitted to ride trackwork at SLTC under MRA Rule 21(1)(f).

CAVATINA, a course scratching as it had a sore back, will be required to pass a veterinary examination before being declared to race again.

POLO TYCOON which was down 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Trainer SY Lim was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours for GOLD KIDS (M Ganeesh).

MR RIGHT (SS Vanan) had to steady racing to the 900M when OUR RIVER DANCER          (J Daniel) rolled in.

Racing to the 200M, MR RIGHT which was held up for a clear run, had to be steadied for some distance and shifted out to obtain a clear run.

Racing to the 150M, GOLDEN EXPLORER (R Rueven) shifted in, resulting in JUMBO STAR (J Chuah) having to steady and taken in, making contact with OUR RIVER DANCER.  Jockey R Rueven was shown the vision of the incident and advised to exercise greater care in similar circumstances.

 CLOUD SHADOW, a course scratching as it had sustained a stone bruise off fore, will be required to pass a veterinary examination before being declared to race again.

SHREDDER which was up 17kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards ordered the withdrawal of NUMERO UNO (K Eirwan) at 1.55pm acting on veterinary advice that it was lame off hind.  The gelding will be required to pass a test (1000M/vet) before being declared to race again. 

BM POWER (Z Khairil) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

SHREDDER (S Ruzaini) raced wide from the 800M until entering the straight.

The Club Veterinary Surgeon reported that BM POWER returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey R Rueven, the rider of D’GREAT SONG, reported that his mount was not striding out freely.  A post-race veterinary examination of the mare revealed no obvious abnormality.

The State of Track was upgraded to “Yielding” after the running of this race.

 RACE 4 (R439) CLASS 4(A) – 1200M

 KANTE and AWATERE which were up 31kgs and 21kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

Trainer CC Ooi was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours for GENERAL TYCOON (S Ruzaini).

 App S Saddam, the rider of SUNNY STAR, was dislodged en route to the start.  SUNNY STAR was apprehended, checked by the Club Veterinary Surgeon and was passed fit to race. 

 HUN YEANG ROAD (App S Hafis) and UNCHAINED MELODY (App P Haris) were both slow into stride.

At about the 300M, UNCHAINED MELODY attempted to take a run to the inside of GLORIA MARIS (M Ganeesh) and when doing so, GLORIA MARIS rolled in and as a consequence, UNCHAINED MELODY was tightened for galloping room and had to check to avoid the heels of GLORIA MARIS.  Jockey M Ganeesh was shown the vision of the incident and was advised to exercise greater care in similar circumstances.

Jockey S Muniandy, the rider of EMPEROR TAIZONG, reported that he had to steady at about the 1000M and again at the 800M.

The Club Veterinary Surgeon reported that DUTY FIRST (J Chuah) returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey R Rueven, the rider of KANTE and Jockey J Daniel, the rider of PURPLE RAIN, both reported that their mounts were not striding freely.  Post-race veterinary examinations of KANTE revealed no obvious abnormality and PURPLE RAIN returned exhibiting signs of respiratory distress. As such, PURPLE RAIN will be required to pass a test (1000M/vet) before being declared to race again.

 The report dated 5 March 2020 (V20/031) from the Chief Analyst of Veterinary Forensic Laboratory stated that 25 bottles of coded urine samples and 29 sets of coded blood samples from the above mentioned race meeting were received on 29 February 2020, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

GENERAL REPORT – TUESDAY, 7 JULY 2020

INQUIRY INTO THE CIRCUMSTANCES SURROUNDING AN ALTERCATION BETWEEN TRAINER S EDWARDS AND TRAINER MW TEH ON 19 FEBRUARY 2020 AT SELANGOR TURF CLUB (SLTC)

The Stewards concluded an inquiry into an altercation at trackwork on 19th February 2020.

Evidence was taken from Trainers S Edwards and MW Teh.  The Stewards also considered the video recordings of certain aspects of an exchange between the parties.

After considering the issue:

  • Trainer S Edwards was warned under the provisions of MRA Rule 152(5)(a) for misconduct in the manner he addressed Trainer MW Teh.

  • Trainer MW Teh was warned under the provisions of MRA Rule 152(5)(a) for misconduct in the manner in which he addressed Trainer S Edwards.

  • Both Trainers were reminded that common SLTC facilities were available to all trainers who were obliged to share respectfully.


INQUIRY INTO A REPORT RELATING TO TRAINER MW TEH’S MANNER TOWARDS A SYCE ON 4 MARCH 2020 AT THE SELANGOR TURF CLUB (SLTC)

Following a first-hand report from an attending Steward, Trainer MW Teh was questioned initially regarding the manner in which he addressed and referred to a Syce employed by another trainer on 4 March 2020.

After considering the evidence, the Stewards were satisfied that Trainer MW Teh had acted in an inappropriate verbal manner towards the Syce. Mr Teh was subsequently reprimanded under the provisions of MRA Rule 152(5)(a) for misconduct and advised that a repetition would lead to action being taken.


INQUIRY INTO THE CIRCUMSTANCES SURROUNDING THE PRE-RACE EXAMINATION OF TRINITY GRACE IN RACE 5 (R298) ON SATURDAY, 29 FEBRUARY 2020 AT THE SELANGOR TURF CLUB (SPECIAL MEETING).

The Stewards concluded the inquiry into the circumstances surrounding the pre-race veterinary examination of TRINITY GRACE in the above race.

In consultation with Dr Shri Kanth, Senior Veterinary Surgeon of SLTC, the Stewards identified from video footage that TRINITY GRACE was fractious after being placed in the stalls and exited rearward on two (2) occasions. On both occasions, TRINITY GRACE was examined by the Veterinarian at the start but from a considerable distance.

The Stewards considered that a close-up examination of the gelding may have revealed the minor injury.

As a result of the inquiry, Dr Shri undertook to formulate a Standard Operating Practice for Veterinarians attending at the start of races.


SLTC RACING STEWARDS’ REPORT – TUESDAY, 7 JULY 2020

APPEAL BY JOCKEY CHENG HAN KOK (HK CHENG) AGAINST THE SUSPENSION OF EIGHT (8) MALAYSIAN RACE DAYS FOR CONTRAVENTION OF MRA RULE 44(9)(b)(ii) FOR IMPROPER RIDING IMPOSED BY THE STIPENDIARY STEWARDS IN CONNECTION WITH HIS RIDING OF RACEHORSE “READY TO RULE” IN RACE 3 (R183) CLASS 5 (A) – 1200M (SHORT COURSE), ON SATURDAY, 8 FEBRUARY 2020, SELANGOR TURF CLUB FEBRUARY MEETING 2020

The Selangor Turf Club (SLTC) Racing Stewards considered the above appeal.

Other than the grounds of appeal, no further evidence was adduced. However, the SLTC Racing Stewards considered a report from the Chief Stipendiary Steward (SLTC).

The SLTC Racing Stewards directed under MRA Rule 149(1)(c), that due to the extraordinary circumstances experienced during Covid 19 Movement Control Order (MCO) restrictions, that the following applies:

  1. Jockey HK Cheng plea of guilty to the improper riding charge is recorded and conviction stands;

  2. The penalty of eight (8) Malaysian race days be vacated.

  3. The deposit of RM2500/- be refunded.

ELECTRIC KING (H152) bled during the above trackwork and will be barred from racing for a period of three (3) months under MRA Rule 92(3) and thereafter will be required to pass a bleeder’s test before being declared to race again.


SLTC TRACKWORK – THURSDAY, 9 JULY 2020,

Track Rider Ahmad Firdaus Farhan bin Zul Fakarudin (TR.94), licensed to Trainer SY Lim, was fined RM500/- for negligence under MRA Rule 152(5)(a) for failing to properly obey the directive of the Stewards by not wearing a mask and smoking whilst mounted during trackwork at the Selangor Turf Club on Thursday, 9 July 2020.


FRIDAY, 26 JUNE 2020, SLTC TRACKWORK

 Stable Supervisor Dominique Cheah Soong Jin, licensed to Trainer WC Lim, was fined RM250/- under the provisions of MRA Rule 41(4)(b) for failing to wear a body protector whilst mounted during trackwork at the Selangor Turf Club on Friday, 26 June 2020. 


URINE SAMPLE CODED “28605” REPORTED TO BE TAKEN FROM “D’GREAT TALENT” AFTER THIS HORSE RACED AT PNTC ON 15TH SEPTEMBER 2019, UPON ANALYSIS, REVEALED THE PRESENCE OF “BOLDENONE SULPHATE”,  A PROHIBITED SUBSTANCE UNDER THE MRA RULES AND REGULATIONS

A subsequent ‘ Clearing Sample’ coded “35401” taken from “D’GREAT TALENT” on 8th July 2020 was analysed by USAINS Holding Sdn. Bhd. and reported to be negative for “Boldenone Sulphate”.  As such, the Stewards have cleared “D’GREAT TALENT” to resume racing with immediate effect under MRA Rule 134(12).

BAGHDAD, a course scratching as it had conjunctivitis right eye, will be required to pass a veterinary examination before being declared to race again.

The barrier for GERMANIC (Y Aify) is incorrectly stated in the Race Card.  GERMANIC starts from barrier 1. 

JACKS SECRET (App P Haris) jumped away awkwardly and struck the outside gate.

TWENTYSIXTWELVE (App P Mogun) was slow into stride.

READY TO RULE (HK Cheng) commenced to over-race approaching the 800M and clipped the heels of GERMANIC and was checked and shifted out, forcing DROUGHT (App S Hafis) wider on the track.

App P Mogun, the rider of TWENTYSIXTWELVE, reported that his saddle slipped backwards shortly after the start.

Post-race veterinary examinations of DROUGHT and READY TO RULE revealed no obvious abnormality.

The Stewards questioned App CK Khaw, the rider of FORTYEIGHT QUEEN, in the presence of his Employing Trainer R Lines into his whip action prior to the finish of the race and after considering his evidence, were satisfied that it was not a celebratory gesture.

The Stewards questioned ‘B’ Trainer HY Cheng, representing Trainer SB Tan into the improved performance and change of tactics on REDOUBT.  Mr. HY Cheng explained that on its previous start, the gelding was in the barrier for some time and as a result, was slow to begin.  Mr. HY Cheng further explained that this week, he had lodged a special request for REDOUBT to be loaded late.  It was his opinion that this had led to the gelding’s improved performance.  His explanation was noted.

The Stewards questioned App S Saddam into the poor performance of MORALES.  He stated that the gelding had no early pace despite being urged and failed to respond to his riding at any stage of the race.  His explanation was noted.  The Stewards will advise Trainer K Coetzee who was not present on course today to report back should he find anything amiss with MORALES during the week.  His attention will also be drawn to the rules regarding “in-and-out” running (MRA Rule 117(3)).

The Penang Turf Club Racing Stewards today (6th  March 2020) heard the above Appeal and heard submissions from Jockey J Daniel and Trainer K Coetzee, the rider and trainer of EMIRATES WARRIOR respectively.

After considering the submissions from Jockey J Daniel, Trainer K Coetzee and the Acting Chief Stipendiary Steward and reviewing the video replays, the Racing Stewards dismissed Jockey J Daniel’s appeal.

However, the Racing Stewards reduced his suspension to two (2) months, effective from Monday, 9th March 2020 and to expire on Friday, 8th May 2020, both dates inclusive. 

Furthermore, the Racing Stewards waived the fine of RM10,000/-. 

Jockey J Daniel’s deposit was forfeited.

He had elected to ride quietly in the middle stages so as to enable LION CITY GOLD to finish the race off.  The Stewards noted the explanations and advised App CK Khaw that he must ride his mounts out in a manner so as to leave no room for query.

BAOYE CHAMPION was slow to begin and shortly after the start, spun around and dislodged Jockey HK Cheng and ran back riderless into the field. 

Prior to the “All Clear”, the Stewards reviewed the vision of the race and spoke to Trainer S Edwards, the trainer of SHENBAO and Trainer S Cook, the trainer of LADY LAKSHMI.  The Stewards also interviewed Jockey S Muniandy, the rider of WILDFIRE and also App P Haris, the rider of SHENBAO.  After viewing the video, it was established that after dislodging Jockey HK Cheng shortly after the start, BAOYE CHAMPION turned back into the field riderless.  At about the 50M, BAOYE CHAMPION ran in behind SHENBAO and in doing so, caused WILDFIRE to be checked.  After reviewing the video, the Stewards were satisfied that the placings were not affected.  The “All Clear” was given.  BAOYE CHAMPION will be required to pass two (2) starting stall tests (at consecutive weekly intervals) before being declared to race again.

SANDY’S PRIDE, a course scratching as it had sustained a swollen near fore fetlock, will be required to pass a veterinary examination before being declared to race again.

The Stewards permitted Jockey AK Lim to replace Jockey R Shafiq as the rider of KUTTNER as the latter was unable to fulfill his riding engagements for the day due to some personal matters.

AIR COMBAT which was up 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

HENNESSY DRAGON (App J Daniel) was fractious in the barrier.

MAI DARKO (App L De Souza) stood when the gates were released and lost ground, then raced wide from the 800M until entering the straight.

GENERAL QIN (KC Wong) laid in passing the 200M, obliging its rider to stop riding and straighten his mount.

MAI DARKO laid in passing the 200M.

The breast check on HENNESSY DRAGON broke during the running of the race.

The Club Veterinary Surgeon reported that KUTTNER (AK Lim) returned cut into its near hind. 

Jockey HS Gill, the rider of MIROTIC, reported that his mount was not striding out freely.  A veterinary examination of the gelding revealed no obvious abnormality.

Post-race veterinary examinations of GENERAL QIN and AIR COMBAT (HK Cheng) revealed no obvious abnormality.  AIR COMBAT which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned Trainer R Lines and App L De Souza, the trainer and rider of MAI DARKO respectively into the running of that gelding. Trainer R Lines stated that his instructions were to be handy to midfield.  However, MAI DARKO stood and jumped much slower today than it did previously.  App L De Souza confirmed that the gelding stood when the gates were released and as a consequence, he had to ride it out to make the lost ground in order to settle in a midfield position.  He further stated that from the 800M, MAI DARKO was trapped wide round the turn until entering the straight.    App L De Souza further stated that the gelding had a tendency to lay in racing to the 150M and as a consequence, he elected to ride with the whip in the left hand and MAI DARKO finished the race strongly.  After viewing the vision in the presence of Trainer R Lines and App L De Souza, the Stewards noted their explanations.

ANDADO (App S Hafis) was slow into stride and showed no early pace despite being urged.

Jockey HS Gill, the rider of MAGIC CITY and Jockey J De Souza, the rider of ARAGORN, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.  MAGIC CITY which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned Trainer EV Breukelen and App S Hafis, the trainer and rider of ANDADO respectively into App S Hafis’ ride on the gelding.  Trainer EV Breukelen stated that his instructions were to be midfield.  App S Hafis stated that ANDADO showed no early speed despite being urged and failed to respond to his riding until he commenced to ride it with the whip over the final 300M.   However, the Stewards advised App S Hafis in the presence of Trainer EV Breukelen that he must ride his mounts out so as to leave no room for query.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey J De Souza, the rider of D’GREAT TIMING, placed third, against BLACK THORN (B Pinheiro), being declared the winner, on the grounds of alleged interference over the 400M. After considering the evidence and viewing the videos, the Racing Stewards were of the opinion that the alleged interference had affected the chances of D’GREAT TIMING. The objection was upheld and the placings were amended to read:

LADY LIBERTY, a course scratching as it was bruised both fore fetlocks, will be required to pass a veterinary examination before being declared to race again.

FORTUNE SPIRIT which was up 22kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards noted that the Race Book showed GLORY AGE (CK Tanc1) was incorrect.  It should have been (CK Tanc2) and not (CK Tanc1).  

NAPOLEON (App S Saddam) jumped away awkwardly and lost its position. 

FORTUNE SPIRIT (App I Firdzriel) jumped away awkwardly and was slow into stride.

BAYMAX (R Rueven) was slow into stride.

MESSI (App S Hafis) showed no early pace despite being urged. 

AGUERO (SU Lim) had to be steadied when tightened on several occasions by SATELLITE TURBO (HS Gill) which rolled in passing the 900M. 

MESSI raced wide from the 800M until entering the straight.

Jockey R Rueven, the rider of BAYMAX and App S Hafis, the rider of MESSI, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.

Post-race veterinary examinations of JEFFREY (Z Khairil), FORTUNE SPIRIT (App I Firdzriel) and AGUERO revealed no obvious abnormality.

OUR RIVER DANCER, a course scratching as it had sustained a stone bruise near fore foot, will be required to pass a veterinary examination before being declared to race again.

CAVATINA which was up 18kgs and JUMBO STAR which was down 18kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

EQUALLY OPTIMISTIC (App CT Lee) and WINDRUNNER (App S Hafis) were both slow to begin.

Prior to the ‘All Clear’ being given, an objection was lodged by App P Haris, the rider of TILSWORTH JOSHI, placed 3rd against GOOD WARRIOR (App CK Khaw), being declared the winner, on the grounds of alleged interference over the final 150M.  After considering the evidence, the Racing Stewards were of the opinion that the alleged interference had not affected the result of the race.  The objection was overruled and the result stood.

 App CK Khaw, in the presence of his Trainer, Trainer R Lines, was shown the vision of the incident and was warned to exercise greater care when his mounts shift ground in similar circumstances.

Post-race veterinary examinations of HEART FEELING (C Goon) and GRIDIRON (HS Gill) revealed no obvious abnormality.

GENERAL REPORT(S)

RACE 4 (R1580) OPEN MAIDEN – 1200M [WEIGHT-FOR-AGE], 1ST DAY, SATURDAY, 21ST DECEMBER 2019, PENANG DECEMBER YANG DI-PERTUA NEGERI GOLD CUP MEETING 2019

At the conclusion of an Inquiry today (28th December 2019), further evidence was taken from Trainer K Coetzee and App J Daniel in the presence of his Acting Trainer, Trainer N Shanmugam, the trainer and rider of EMIRATES WARRIOR respectively.  App J Daniel was found guilty of a charge under MRA Rule 44(10) for failing to ride EMIRATES WARRIOR in the above race to the satisfaction of the Stewards. The particulars of the charge were in that:-

  • after getting a fair jump, he failed to ride EMIRATES WARRIOR with sufficient vigour to be in touch with the field until about the 400M;

 

  • after entering the straight and from about the final 200M or thereabouts, he failed to ride EMIRATES WARRIOR with sufficient vigour and determination to the end of the race.

When deciding on penalty, the Stewards took into account the facts of this case, App J Daniel’s points of mitigation and his riding record.  App J Daniel was suspended from riding in races for a period of four (4) months with effect from Monday, 30th December 2019 and to expire on Wednesday, 29th April 2020, both days inclusive.  In addition, he was fined the sum of RM10,000/- (Ringgit Malaysia Ten Thousand).  He was advised of his Right of Appeal       (12.45 pm).

Subsequently, App J Daniel exercised his Right of Appeal against the four (4) months  suspension and the RM10,000/- fine and applied for Stay of Sentence.  The Stipendiary Stewards, after hearing his submissions, granted App J Daniel the Stay of Sentence (4.13 pm).

The appeal hearing will be held at a date to be fixed.

GENERAL REPORT – SLTC 

RACE 11 (R1595)     CLASS 5 (B) – 1300M (LONG COURSE B), SUNDAY,

22 DECEMBER 2019, SELANGOR TURF CLUB DECEMBER MEETING 2019 

The Stewards opened an inquiry into a mix-up with saddles of GOOD VIBRATIONS (App L De Souza) and READY TO STAR (HK Cheng) from Trainer R Lines’ stables. The mix-up necessitated reweighing of both riders prior to the race. An inquiry was adjourned to allow the Stewards to examine the CCTV footage of the weigh-in process.

After examining the CCTV footage of the weigh out process for Race 11 on 22 December 2019, it was ascertained that the mix-up numbers had come about due to negligence in part of Valet Ismail Bin Saleh who was assisting both Jockey HK Cheng (No. 6 – READY TO STAR) and App L De Souza (No. 4 – GOOD VIBRATIONS).

Mr K Visuanathan Kalimuthu (S477), Trainer R Lines’ Stable Supervisor, had identified the mistake when saddling GOOD VIBRATIONS with the saddle which he recognized as not being App L De Souza’s.

Jockey HK Cheng (READY TO STAR) was fined RM500/- under MRA Rule 152(5)(a) for negligence for failing to ensure his saddle had the correct number.

App L De Souza (GOOD VIBRATIONS) was reprimanded for failing to ensure his saddle had the correct number, and was also reprimanded under MRA Rule 152(5)(a) for negligence related to the veracity of his evidence.

Further, after considering that Valet Ismail Bin Saleh’s involvement in this matter were a repetition of his actions when suspended under MRA Rule 152(5)(a) for negligence at SLTC on 5 August 2019, the Stewards deemed that any application to be licensed as a Valet by Mr Ismail Bin Salleh to work at SLTC for 2020 would not be accepted.

Jockey R Rueven, the rider of DANE’S ANATOMY, reported that his mount was not striding out freely.  A post-race veterinary examination of the gelding revealed no obvious abnormality. 

Post-race veterinary examinations of POWERFUL STAR and RICH AND SMART revealed no obvious abnormality.  RICH AND SMART which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.  RICH AND SMART was impounded for further veterinary and analytical examination.

The Stewards questioned Trainer T Asogan into the poor performance of RICH AND SMART.  He was unable to offer any tangible explanation and was advised to report to the Stewards should he find anything amiss with the gelding on returning to the stables.

The Stewards also questioned Jockey HS Gill, the rider of RICH AND SMART into that gelding’s poor performance.  Jockey HS Gill stated that prior to the jump, RICH AND SMART got its head up and that contributed to it being slowly away.  He further stated that he considered the gelding was not suited by today’s going.

The saddle on D’GREAT CHANCE (App P Haris) slipped backwards from the home turn, placing the rider at a disadvantage for the remainder of the race.

GOLDEN STATES (SU Lim) had to be steadied passing the 250M when MARTELLO            (Z Khairil) rolled in, obliging the rider of  MARTELLO to stop riding and straighten his mount.  The Stewards showed Jockey Z Khairil the vision of the incident and advised him to exercise more care in similar circumstances.

Post-race veterinary examinations of EMIRATES WARRIOR and EMKI EXPRESS (S Salee) revealed no obvious abnormality.  EMIRATES WARRIOR was impounded for further veterinary and analytical examination.

The Stewards opened an Inquiry into the running and handling of EMIRATES WARRIOR and questioned its rider, App J Daniel and its trainer, K Coetzee.  After taking initial evidence and viewing the video, the Stewards adjourned the Inquiry to a date to be fixed.

DISCRETELY RED (App CT Lee) jumped away awkwardly and was slow into stride.

SONNY BILL (App J Daniel) was slow to begin.

Racing to the 1500M, TONGARIRO (App L De Souza) which was racing in tight galloping room, bumped the hind quarters of SONNY BILL out, resulting in  D’GREAT OPULENT (App S Rosmizan) which was racing on its outside clipping its heels, stumbled, dislodging App S Rosmizan.  DISCRETELY RED which was following had to take evasive action from the fallen rider and as such, had to steady outwards resulting in the saddle of DISCRETELY RED shifting to the off side and App CT Lee lost the use of both his irons and DISCRETELY RED was eased out of the race.

App S Rosmizan was examined by the Club Medical Officer and was stood down for the remainder of the day. 

The Stewards took evidence from App S Rosmizan in the presence of his trainer S Hamilton, and App J Daniel.  After viewing the videos, the Stewards were satisfied that it was a racing incident and took no further action.

The Club Veterinary Surgeon reported that SONNY BILL returned with epiglottis entrapment and as such, will be required to pass a test (1000M/vet examination) before being declared to race again.

Jockey R Rueven, the rider of IKING, reported that his mount was not striding out freely.  A post-race veterinary examination of the gelding revealed no obvious abnormality. 

A post-race veterinary examination of D’GREAT OPULENT revealed no obvious abnormality.

App S Hafis, the rider of STIRLING reported that his mount was making respiratory noises.  A post-race veterinary examination revealed no obvious abnormality.  The gelding was impounded for further veterinary and analytical examination.

Jockey J Low (FUSION POWER) subsequently exercised his Right of Appeal and applied for a Stay of Sentence. Given the provisions of MRA Rule 48(5) related to the deferral of commencement of a penalty, Jockey J Low was permitted to accept rides on 21 and 22 December 2019.  The appeal hearing against the penalty of the suspension of three (3) Malaysian race days for careless riding under MRA Rule 44(9)(a)(ii) will be held on Sunday, 22 December 2019.

After considering submissions from Jockey S Anandan (the rider of TEH TARIK), Trainer SY Lim (the Trainer of TEH TARIK), and the Chief Stipendiary Steward, the Racing Stewards partially allowed the appeal and reduced his suspension to one (1) month to commence from 23 December 2019 and to expire on 22 January 2020, both dates inclusive. The Racing Stewards ordered the deposit to be refunded.
