RACE 1 (R367) CLASS 5 (A) – 1700M

BALBOA (HS Gill) jumped away awkwardly.

App S Saddam, the rider of TOP TURF and Jockey S Ruzaini, the rider of NATURAL WATER, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.  NATURAL WATER which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.  NATURAL WATER was impounded for further veterinary and analytical examination.

A post-race veterinary examination of BALBOA revealed no obvious abnormality.  BALBOA which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned Trainer HS Lim, the trainer of NATURAL WATER (S Ruzaini) into that gelding’s poor performance.  Trainer HS Lim stated that his instructions were the same as usual, to be forward and he had no tangible explanation for its poor performance today.  The Stewards noted his explanation and his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer HS Lim was advised to report back to the Stewards should he find anything amiss with NATURAL WATER during the week.   

The Stewards questioned Trainer K Coetzee, the trainer of BALBOA into that gelding’s poor performance and inconsistent running.  Trainer K Coetzee explained that Jockey HS Gill reported to him that BALBOA jumped away awkwardly and travelled fairly and approaching the 400M, failed to respond to his riding.  The Stewards noted his explanation and  his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer K Coetzee was advised to report back to the Stewards should he find anything amiss with BALBOA during the week.

RACE 2 (R368)  CLASS 5 (B) –  1300M

Emergency acceptors, BIG GHOST and BASTION were both withdrawn due to a capacity field.

LEE’S SURPRISE, a course scratching as it had sustained cellulitis off fore,  will be required to pass a veterinary examination before being declared to race again.

DELTA WING (J Low) was slow into stride and showed no early pace despite being urged.

CASPER (App S Hafis) commenced to shift out from the 200M, resulting in SPEEDY NANCHO (S Muniandy), AMISTAD (App A Zaimuddin), LOYALTY’S ANGEL (Z Khairil) and MARIO ATTILA (M Hanif) finishing wider on the track.

Post-race veterinary examinations of D’GREAT ARES (KC Wong), LOYALTY’S ANGEL and MARIO ATTILA revealed no obvious abnormality.

The Stewards permitted Jockey Y Aify to replace Jockey HS Gill as the rider of BLACK GHOST as the latter was medically stood down.

D’GREAT TALENT (J Low) over-raced between the 1000M and 800M and got its head up on several occasions. 

Passing the 200M, Jockey S Ruzaini, the rider of MARCO POLO, had his whip accidentally struck from his hand by Jockey J Low, the rider of D’GREAT TALENT.

Post-race veterinary examinations of HEART FEELING (App A Zaimuddin) and EQUALLY OPTIMISTIC (Z Khairil) revealed no obvious abnormality.

App A Zaimuddin was fined RM500/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on EASTWOOD.  The Stewards permitted App S Hafis to replace App A Zaimuddin as the rider of EASTWOOD.   

 Jockey S Muniandy was fined RM500/-for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on POLO TYCOON.  The Stewards permitted Jockey J Low to replace Jockey S Muniandy as the rider of POLO TYCOON.

UNCHAINED MELODY (App CT Lee) which was kicked on the left elbow at the Parade Ring, was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

Shortly after the start, App R Ruwaidy, the rider of SUPREME SASSO, lost the use of his near side iron and was at a severe disadvantage throughout the race, was unable to ride the gelding in his normal manner and was dislodged on pulling up.  App R Ruwaidy was unhurt in this incident.  The Stewards confirmed that the saddle on SUPREME SASSO had slipped severely to the off side.

BLIXEM (KC Wong) was hampered racing to the 800M when he was aware of the rider on SUPREME SASSO in difficulty and as a consequence, raced wide from the 800M until entering the straight. 

App L De Souza, the rider of TRIPLE ONE D’GREAT, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

The Club Veterinary Surgeon reported that UNCHAINED MELODY returned having cast its off hind plate.

Post-race veterinary examinations of MR DREYFUSS (Z Khairil), MODRIC (S Salee) and GORDON G (HK Cheng) revealed no obvious abnormality.

Jockey Z Khairil, the rider of MR DREYFUSS was fined RM250/- under MRA Rule 152(5)(b) for disobeying the order of the Stewards on weighing out for the next race.

Trainer KF Wong was fined RM250/- for negligence under MRA Rule 152(5)(a)  for failing to confirm  with Jockey S Muniandy before declaring him on COLORADO PRINCE.   The Stewards permitted Jockey KC Wong to replace Jockey S Muniandy as the rider of COLORADO PRINCE.

PURPLE RAIN LADY (F Yap) steadied to avoid the heels of COLORADO PRINCE at the 200M when COLORADO PRIINCE rolled in.

Post-race veterinary examinations of GRAND CANYON (S Ruzaini), IKING (SS Vanan), PURPLE RAIN LADY and COLORADO PRINCE revealed no obvious abnormality.

RACE 6 (R372) CLASS 4 (B) – 1300M

HARVEYWALLBANGER (App L De Souza) reared and jumped away awkwardly at the start.

FLYING WINNER (F Yap) jumped awkwardly, shifted out and bumped STAR KING             (S Ruzaini) which lost ground.  STAR KING was then slow to recover and showed no early pace despite being urged.

STIRLING (CK Tan) showed no early pace despite being urged. 

HARVEYWALLBANGER had to be checked when racing tight at the 900M to avoid the heels of KING FORCE (HK Cheng).

HARVEYWALLBANGER again had to be checked to avoid the heels of KING FORCE at the 800M when over-racing.

KING FORCE raced very greenly in the straight and had to be checked to avoid the heels of STAR KING at the 200M and then raced very greenly to the finish. 

STAR KING had to be checked to avoid the heels of YOU ARE GENIUS (App S Saddam) at the 500M.

Jockey S Anandan, the rider of LUMINIFF LAD, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

A   post-race veterinary examination of KING FORCE revealed no obvious abnormality.  KING FORCE was impounded for further veterinary and analytical examination.

The Stewards permitted Jockey SS Vanan to replace Jockey S Muniandy as the rider of CASTLE CHOICE when Jockey S Muniandy could not make the weight on CASTLE CHOICE.

LION CONQUEROR (App S Saddam) reared as the gates were released and jumped away awkwardly. 

App CK Khaw, the rider of PISCES STAR reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of DISCRETELY RED (Z Khairil), CASTLE CHOICE and SUPER GENIUS (M Yusri) revealed no obvious abnormality.

The Stewards inquired into an incident at the 400M as to why App A Zaimuddin, the rider of  HAPPY BABY shifted out at the 400M and his right arm made contact with  Jockey S Ruzaini, the rider of PULAU PINANG.  Both riders were shown the video of the incident and were advised that they should avoid making physical contact in similar circumstances.

At the conclusion of an Inquiry, App A Zaimuddin, the rider of HAPPY BABY, in the presence of his Acting Master, Trainer T Asogan, pleaded guilty to a charge of foul riding under MRA Rule 44(9)(b)(i) in that over the concluding 100M, he shifted out and his right arm made physical contact with Jockey S Ruzaini, the rider of PULAU PINANG on several occasions. 

In deciding on the penalty, the Stewards took into account his guilty plea, his riding record and mitigating factors.  App A Zaimuddin was suspended from riding races for one (1) month from Monday, 25th March 2019 and to expire on Wednesday, 24th April 2019, both dates inclusive.  He was advised of his right of appeal (6.20 pm).

RACE 8 (R374) CLASS 4 (B) – 1300M

The Stewards permitted Jockey J Low to replace Jockey M Hanif as the rider of BATTLE HORSE, and Jockey M Yusri to replace Jockey F Yap as the rider of SING ROULETTE as both Jockeys M Hanif and F Yap were medically stood down.

BATTLE HORSE was checked shortly after the start when SING ROULETTE shifted out and lost ground. 

BERCHAM (App S Hafis) was difficult to settle in the early and middle stages of the race.

SING ROULETTE had to be steadied to avoid the heels of MAZANDARAN (S Muniandy) racing to the 1100M. 

A post-race veterinary examination revealed that BATTLE HORSE returned broken-winded and had dorsal displacement of soft palate and as such, will be required to pass a test (1000M/vet) before being declared to race again.

RACE 9 (R375) CLASS 5 (A) – 1700M

MESSI which was down 20kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey HK Cheng to replace Jockey M Hanif as the rider of NO NONSENSE as the latter was medically stood down.

NAPOLEON (App S Saddam) shifted out on jumping away and at the same time MESSI (App S Hafis) shifted in, resulting in GHOST CITY (SS Vanan), D’GREAT EASY (App L De Souza) and TONGARIRO (J Low) all being tightened for room and having to steady.  As a result, TONGARIRO and MESSI lost their positions.

SATELLITE TURBO (S Ruzaini) stood when the gates were released, was slow to jump and lost considerable ground.  SATELLITE TURBO will be required to pass one (1) starting stall test before being declared to race again.

SATELLITE TURBO failed to show any early pace despite being urged.

Post-race veterinary examinations of TONGARIRO and SATELLITE TURBO revealed no obvious abnormality.

GENERAL REPORT(S)

RACE 7 (R333) CLASS 5(A) – 1200M, 1ST DAY, SATURDAY, 16TH MARCH 2019,

PENANG MARCH MEETING 2019

At the conclusion of an Inquiry today (24th March 2019), evidence was taken from Jockey M Hanif and Trainer SY Lim, the rider and the trainer of SO ON respectively. 

Trainer SY Lim submitted a veterinary report from the SLTC Veterinary Surgeon that SO ON was lame off fore and as such, SO ON will be required to pass a test (1000M/vet) before being declared to race again.

However, the Stewards advised Jockey M Hanif that he should ride all his mounts out in a manner so as to leave no room for query.


APLICATION FOR  STAY OF SENTENCE:

JOCKEY AM AIZAT (CASTLE CHOICE) – DISQUALIFIED ONE (1) YEAR WHEN FOUND GUILTY UNDER MRA RULE 44(8) AS READ WITH MRA RULE 44(8)(a) FOR HIS RIDING AND HANDLING OF “CASTLE CHOICE” IN RACE 4  (R120) CLASS 4(B)- 1200M, 1ST DAY, SUNDAY, 27TH JANUARY 2019, PENANG JANUARY/ FEBRUARY MEETING 2019

Jockey AM Aizat exercised his Right of Appeal against the penalty and applied for a Stay of Sentence which was NOT GRANTED by the Stewards.  He was advised of his Right of Appeal  to the PNTC Racing Stewards against the decision of the Stipendiary Stewards.

(11.30 am).

The appeal proper will be heard at a date to be fixed.


PNTC RACING STEWARDS’ HEARING OF AN APPEAL FROM JOCKEY

R RUEVEN AGAINST THE 6-MONTH DISQUALIFICATION IMPOSED BY

THE STIPENDIARY STEWARDS UNDER MRA RULE 121(3) AS READ WITH

MRA RULE 152(5)(a) FOR FAILING TO WEIGH IN FOR “BLIXEM”, THE 3RD PLACE GETTER IN RACE 7 (R333) CLASS 5(A) – 1200M, 1ST DAY, SATURDAY,

16TH MARCH 2019, PENANG MARCH MEETING 2019

The PNTC Racing Stewards today (24th March 2019) heard the above appeal. 

After considering the submissions of Jockey R Rueven with the assistance of Trainer K Coetzee, the Racing Stewards allowed his Appeal and amended the penalty from six (6) months’ disqualification to six (6) months’ suspension effective from Sunday, 17th March 2019 and to expire on Monday, 16th September 2019, both dates inclusive.  His deposit was refunded.


GENERAL REPORT(S) – SLTC

THURSDAY, 21 MARCH 2019, OFFICIAL BARRIER PRACTICE

LAUS DEO (R247) which cast a shoe during the above Barrier Practice and was lame near fore as a consequence, will be required to undergo a veterinary examination before being declared to race again.

16 & 17 FEBRUARY 2019

SELANGOR TURF CLUB FEBRUARY MEETING 2019

A report dated 14 March 2019 (V19/026.2) from the Chief Analyst of Veterinary Forensic Laboratory stated that 57 coded urine and 63 sets of coded blood samples from the above mentioned race meeting were received on 17 February 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “25865” which revealed the presence of “3-Hydroxy Mepivacaine”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “TEEN ANGEL”, which ran in Race 1 (R201) on Saturday, 16 February 2019 at the Selangor Turf Club February Meeting 2019.

Trainer R Lines was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards. On 17 March 2019, Trainer R Lines requested the Referee Sample to be sent to the Hong Kong Jockey Club Laboratory for analysis, under the provisions of MRA Rule 137(1). A date for inquiry will be fixed when a report has been received from the Referee Laboratory.

SELANGOR TURF CLUB MARCH MEETING 2019

The report dated 15 March 2019 (V19/036) from the Chief Analyst of Veterinary Forensic Laboratory stated that 31 bottles of coded urine samples and 35 sets of coded blood samples from the above mentioned race meeting were received on 10 March 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 15 March 2019 (V19/037) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 bottles of coded urine samples from the above mentioned race meeting were received on 10 March 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

PERAK TURF CLUB FEBRUARY/MARCH MEETING 2019

A report dated 20th March 2019 (V19/033.1) from the Chief Analyst of Usains Biomics Laboratory stated that 53 bottles of coded urine samples and 55 sets of coded blood samples from the above mentioned race meeting were received on 3rd March 2019, for analysis under MRA Rules and Regulations.  No prohibited substances were detected, except for sample coded “26510” which revealed the presence of “Boldenone” and samples coded “26512” and “26514“, both  revealed the presence of “Phenylbutazone and metabolite.” 

After decoding the samples numbers, it was established that these samples were reported to have been taken from the horse “TOKO” (26510), “RACE FOR FAME” (26512)  and “EYEOFTHETIGER (26514).”

On 21st March 2019, Trainer T Asogan, the trainer of TOKO and Trainer PK Leong, the trainer of RACE FOR FAME and EYEOFTHETIGER were advised of the contents of these reports and their attentions were drawn to MRA Rule 134(12), which prohibits TOKO,  RACE FOR FAME and EYEOFTHETIGER from racing until it is cleared by the Stewards and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee samples.  Inquiries into these matters will be held at a date to be fixed.
