RACE 1 (R1298)  CLASS 5(A) – 1100m(str) – RENMARK ROSE HANDICAP

BAIL OUT, a course scratching as it had sustained a bruised near fore fetlock,  will be required to pass a veterinary examination before being declared to race again.

MONEY & ME which was up 25kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

NEVERUNCONDITIONAL (HS Gill) and HANDSOME BOSS (SU Lim) raced tight between the 800M to the 600M and brushed on several occasions.

EMPIRE BAY (App WK Lee) had to be steadied racing to the 300M to avoid the heels of DANE’S ANATOMY (J Mallyon) and shifted out to obtain a clear running.

EMPIRE BAY laid in at about the 100M, obliging its rider to stop and straighten the gelding.

Post-race veterinary examinations of NEVERUNCONDITIONAL, SIR RALLY (C Goon), EAGLE SOAR (App CK Khaw) and PERCIUS (F Yap) revealed no obvious abnormality.

The Panel of Stewards questioned Jockey S Salee, the rider of OUR RIVER DANCER into the gelding’s improved performance today.  He stated that the better going today and the gelding had won on a straight course were the only explanations he could offer.  His explanations were noted.

RACE 2 (R1299)  CLASS 5(A)  – 1200m(lc) – OYSTERFEST HANDICAP

LUMINIFF LAD which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

CENTURY WORLD (HK Cheng) which stood when the gates were released and was very slow to begin, will be required to pass one starting stall test before being declared to race again.

FULL MEANING (CK Tan) jumped with its head up and raced ungenerously in the early stages of the race.

JOHNNY’S CAFÉ (J Mallyon) hung out from the 800M and then raced wide until entering the straight.

Jockeys S Anandan and M Yusri, the riders of LUMINIFF LAD and MR NO PROBLEM respectively, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of LUMINIFF LAD and MR NO PROBLEM revealed no obvious abnormality.

Post-race veterinary examinations of ALAN (SU Lim) and CENTURY WORLD revealed that both these horses had returned broken-winded.   As such, ALAN and CENTURY WORLD will each be required to pass a test (1000M & vet) before being declared to race again.

Post-race veterinary examinations of ULTIMATE HERO (C Goon) and MANMADHAN (Z Khairil) revealed no obvious abnormality.

RACE 3 (R1300) CLASS 5(A) – 1200m(lc) – WILDFLOWERS IN BLOOM HANDICAP

JUMBO STAR, a course scratching as it had sustained a bruised near fore fetlock,  will be required to pass a veterinary examination before being declared to race again.

MR DREYFUSS (Z Khairil) jumped away awkwardly and lost ground.

LUCKY GIANT (F Yap) jumped away awkwardly and showed no early pace, despite being urged.

Racing to the 800M, CHERISH (J Low) and BASTION (App AM Aizat) were racing tight and bumped on several occasions, resulting in MY GOODNESS (J Chuah) having to be steadied to avoid the heels of CHERISH and shifted out for clear running.

LUCKY GIANT over-raced at the 800M and got its head up.

MR DREYFUSS raced wide from the 800M until entering the straight.

App L De Souza, the rider of GOLDEN DRAGON reported that he broke his whip during the running of the race.

Post-race veterinary examinations of CHERISH, MR DREYFUSS, HYDRANT (SS Vanan), LUCKY GIANT and BASTION revealed no obvious abnormality.

RACE 4 (R1301)  CLASS 5(B) – 1200m(lc) – CAPE TO CAPE MTB HANDICAP

SUPER GOOD and THONG’S JIAQING, both course scratching as they had sustained a bruised near fore suspensory and bruised near fore fetlock respectively will each be required to pass a veterinary examination before being declared to race again.

HACKER and CHAMPAGNE ROSE, both course scratching as they had both sustained bruised off fore fetlock, will each be required to pass a veterinary examination before being declared to race again.

MAYWEATHER (M Yusri) was withdrawn by order of the Panel of Stewards at 2.49pm acting on veterinary advice that the gelding was lame off fore and as such, will be required to pass a test (1000M & vet) before being declared to race again.

To avoid further delay, VALBERRY (HK Cheng) was withdrawn by order of the Panel of Stewards at 2.54pm acting on veterinary advice that the mare had cast its near fore plate behind the barriers. 

MR EPIC (App AM Aizat) had to be steadied between the 700M to the 500M when over-racing.

A post-race veterinary examination of MR DREAMMAN (Z Khairil) revealed that the gelding had returned lame near fore and as such, be required to pass a test (1000M & vet) before being declared to race again.

Post-race veterinary examinations of MR EPIC and NO NONSENSE (M Hanif) revealed no obvious abnormality.

The Panel of Stewards questioned Trainer Peter Lee, the trainer of MAGICAL TEN into the improved performance of the mare today.   He stated that the mare is better-suited by today’s going and that the mare had been freshened up since its last start.  This is the only tangible explanation that he could offer.   His explanation is noted.

The Club Veterinary Surgeon reported that TEEN ANGEL (App CK Khaw) had returned having cast its near fore plate.

RACE 5 (R1302)   OPEN MAIDEN (WFA) – 1400m (lc)  – SUPERCARS COAST  HANDICAP

MR WASHINGTON and COLD WAR, both course scratching as they had sustained a nail bind off fore foot and had umbilical hernia respectively, will each be required to pass a veterinary examination before being declared to race again.

DETERMINE TO WIN which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

SPEEDY AMIGA (F Yap) shifted on jumping away, resulting in LIGHTNING HERO (SS Vanan) having to be steadied, losing its position.

GREEN MISSILE (App CK Khaw) shifted outwards approaching the 900M and brushed TILSWORTH JACOBI (Y Aify) which was taken out, resulting in SONNY BILL (HS Gill) being taken wider and causing PENDRAGON PRINCESS (J Mallyon) to check.   Shortly thereafter, GREEN MISSILE and TILSWORTH JACOBI bumped again.   PENDRAGON PRINCESS continued to race greenly.

TIC TAC TOE (M Yusri) raced wide throughout the race.

RA FORCE (Z Khairil) shifted out to obtain clear running approaching the 400M and as a result, LIGHTNING HERO had to be steadied and shifted inwards.

LIGHTNING HERO was disappointed for a run on the heels of TILSWORTH JACOBI at the 300M.

Post-race veterinary examinations of CHAMPION FACE (App AM Aizat), DETERMINE TO WIN (R Rueven), GREEN MISSILE and PENDRAGON PRINCESS  revealed no obvious abnormality.

A post-race veterinary examination of TILSWORTH JACOBI revealed that the gelding had returned lame off fore and as such, will be required to pass a test (1000M & vet) before being declared to race again.

The Club Veterinary Surgeon reported that FINANCIAL WIZARD (CK Tan) had returned having cast its off fore plate.

RACE 6 (R1303)   CLASS 4(A) – 1600m (lc) – FLORIADE HANDICAP

LEON (Z Khairil) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

LION CONQUEROR (App M Sathiaa) which was difficult to be loaded, was withdrawn by order of the Panel of Stewards at 4.06pm.  The gelding will be required to pass one starting stall test before being declared to race again.

DISCRETELY RED (C Goon) over-raced passing the 900M and had to be steadied on several occasions.

DAVINCI (HS Gill) raced wide from the 700M until entering the straight.

Jockey HS Gill, the rider of DAVINCI reported that his mount was not striding out freely.  A post-race veterinary examination of DAVINCI revealed no obvious abnormality.

The Panel of Stewards opened an inquiry into the reason as to why HUSSONATOR failed to jump with the field.  Evidence were taken from Jockey S Anandan and Trainer S Shanmugam, the rider and trainer of HUSSONATOR respectively and after reviewing the race videos and those of the 22nd April 2018 and the 18th August 2018, Jockey S Anandan was found guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Panel of Stewards, in that he had failed to make any effort to make HUSSONATOR to jump on terms with the field in this race.   

In assessing the penalty, the Panel of Stewards took into account his disciplinary records and mitigating factors.  Jockey S Anandan was suspended from riding in races for a period of two (2) months effective from Monday, 22nd October 2018 and to expire on Friday, 21st December 2018, both dates inclusive.  He was advised of his right of appeal (5.53pm).

A post-race veterinary examination of HUSSONATOR revealed no obvious abnormality.

RACE 7 (R1304)   CLASS 4(B)  – 1600m (lc) – DESERT MOB HANDICAP

KEEP THE JUSTICE, a course scratching as it had sustained a bruised near fore suspensory,  will be required to pass a veterinary examination before being declared to race again.

MAGICAL TALENT (App L De Souza) was slow to begin.

SANGKURIANG (F Yap) was difficult to settle racing to the 900M and had to be steadied on several occasions.

Post-race veterinary examinations of SECOND CHANCE (App I Firdzriel), DROUGHT (J Mallyon) and SANGKURIANG revealed no obvious abnormality.

A post-race veterinary examination of NUMERO UNO (M Hanif) revealed that the gelding had bled.  As this is the gelding’s second consecutive bleeding attack, it will be barred from racing for a period of six (6) months under MRA Rule 92(5)(a)&(b) and thereafter, will be required to pass a Bleeder’s test before being declared to race again.

The Club Veterinary Surgeon reported that HORSE WARRIOR (M Yusri) had bled and as such, the gelding will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter, will be required to pass a Bleeder’s test before being declared to race again.

Emergency acceptor GREAT PRINCE was withdrawn due to a capacity field.

MESSI (Z Khairil) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

RAMZES (S Anandan) was slow to begin.

MESSI  had to be steadied at the 300M when LUCK DRAGON (R Rueven) rolled out.

Post-race veterinary examinations of LUCK DRAGON, MESSI, GOLD COAST CAPTAIN (App WK Lee), FLIGHT OFTHE SAKER (App L De Souza) and RAMZES revealed no obvious abnormality.

The Club Veterinary Surgeon reported that RAMZES returned having cast its near fore plate.

PORSENCE which was up 28kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

LAUS DEO (J Mallyon) and SOUTHERN CHIEF (HS Gill) were examined by the Club Veterinary Surgeon behind the barriers and were passed fit to start.

SOUTHERN CHIEF was slow into stride.

HAPPY SIXTYSIX (M Yusri) jumped away awkwardly and shortly after the start, was brushed by PORSENCE (F Yap) and lost its position.

KING POWER (App J Daniel) raced very greenly from shortly after the start and was very difficult to settle and had to be checked off the heels of COLORADO PRINCE (C Goon) at the 800M, shifted out and raced wide.

Jockey HS Gill, the rider of SOUTHERN CHIEF reported that his mount was not striding out freely. A post-race veterinary examination of SOUTHERN CHIEF revealed no obvious abnormality.

Post-race veterinary examinations of PISCES STAR (App CK Khaw) and PORSENCE  revealed no obvious abnormality.

GENERAL REPORT – PNTC

Jockey Z Khairil was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to produce a Medical Clearance, clearing him to ride trackwork at Penang Turf Club.

RACE 2 (R1272) CLASS 5(A) – 1600m(lc) – PASIR SALAK HANDICAP

2nd DAY, SUNDAY – 14th OCTOBER 2018 – PERAK OCTOBER MEETING 2018

At the conclusion of an inquiry today, Tuesday, 16th October 2018, App P Mogun, the rider of EVIL TRAIN in the presence of his master Trainer S Cook pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding EVIL TRAIN in the above race at the 1400M, he shifted in when insufficiently clear, resulting in MESSI (S Sandana) being taken in onto BATTLE PLAN (J Mallyon), which had to be checked and shifted inwards, resulting in BALBOA (HS Gill) having to be steadied. 

In assessing the penalty, the Panel of Stewards took into consideration App P Mogun’s guilty plea and his disciplinary records.  App P Mogun was suspended from riding in races for a period of two (2) Malaysian race days, effective from today, Tuesday, 16th October 2018 and to expire on Sunday, 21st October 2018, both dates inclusive.   He was advised of his right of appeal (10.25am).


INQUIRY INTO AN ALLEGATION OF FORGED MRA DOCUMENT AND FAILURE TO NOTIFY THE IMPOSITION OF A FINE.

The Stewards acting under MRA Rule 21(1)(b) opened an inquiry on 25 May 2018 into Ms Anna Scott’s allegation lodged on 12 March 2018.

Ms Anna Scott’s allegation was that an MRA Notification of Fine (NOF) form had been forged and that she had not been advised of a fine with respect to “ALL WEALTH” returning positive to a prohibitive substance Boldernone, at the conclusion of an inquiry held on 6 October 2016.

The inquiries scheduled on 25 May and 6 July were adjourned as Ms Anna Scott declined to attend.  Subsequently, the adjourned inquiries into the matter were held in her absence on 27 July 2018 at PNTC and 5 October 2018 at SLTC.

The Stewards took evidence from MRA Stipendiary Stewards, Mr Jarry Chong Kok Heng and Mr. Devaraj a/l S.Arujunen.  Submissions from PNTC’s Professional Racing Steward Mr. David Fisher and SLTC Stipendiary Steward, Mr. Nigel Chong were also tendered into evidence at the inquiry held at PNTC on 27 July 2018.

At the inquiry on 5 October 2018, the Stewards took further evidence from SLTC Stipendiary Steward, Mr. Nigel Chong and reviewed all the documentation.

After considering all the evidence, the Stewards were satisfied that the NOF had been in the custody of the Stewards from 6 October 2016 until 9 October 2016.   The Stewards were also satisfied that the NOF had not been forged and concluded that there was no evidence supporting the allegation made by Ms Anna Scott.

Furthermore, the Stewards were satisfied that Ms Anna Scott knew of the imposition of the “ALL WEALTH” fine at the conclusion of the inquiry on 6 October 2016, and at the subsequent Appeal to the Racing Stewards on 17 July 2017 and via MRA’s reminder notices of 17 November 2016, 6 December 2016 and 9 February 2018 and this inquiry was concluded.

The Stewards also confirmed that Ms Anna Scott was placed on the forfeit list effective 15 March 2018.
