RACE 1 (R1071) CLASS 5 – 1400m(lc) – HAN CHIN PET SOO HANDICAP

DUEL OF HONOUR, which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

FAIRBORN (App WK Lee) was fractious in the barrier, turned its head to the left barrier and hit the partition when the gates were released, resulting in it being slow to begin and lost ground. The Panel of Stewards questioned App WK Lee, the rider of FAIRBORN who confirmed the Stewards’ observations.

CONQUISTADOR (F Yap) jumped away awkwardly.

PRETTY ABLE (D Chong) shifted out on jumping away and brushed CROWN TREASURE (M Yusri) which in turn, brushed THE PROFESSIONAL (App S Saddam).

The saddle on THE PROFESSIONAL slipped backwards during the running.

Post-race veterinary examinations of ANAK PENANG (Z Khairil), DUEL OF HONOUR (S Muniandy) and FAIRBORN revealed no obvious abnormality.

A post-race veterinary examination of PRETTY ABLE revealed that the mare had returned with respiratory distress and as such, will be required to pass a test (1000M/Vet) before being declared to race again.

The Panel of Stewards conducted an Inquiry into the riding of PRETTY ABLE today. Evidence were taken from Jockey D Chong and Ms S Hamilton, the rider and the trainer of PRETTY ABLE respectively.

Jockey D Chong pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Panel of Stewards. The particulars of the charge are that he checked the horse unnecessarily on two occasions at the 900M and showed insufficient vigour until entering the straight.

In assessing the penalty, the Panel of Stewards took into consideration Jockey D Chong’s guilty plea, mitigating factors and his disciplinary record. Jockey D Chong was suspended from riding in races for a period of four (4) months, with effect from Monday, 28th August 2017 and to expire on Wednesday, 27th December 2017, both dates inclusive. He was informed of his right of appeal (5.22pm).

RACE 2 (R1072) CLASS 5 –1400m(lc) – GUA TEMPURONG HANDICAP

ALFRAAJ (S Anandan) jumped away awkwardly and was slow to begin.

LEAP OF FAITH (CK Tan) and PRINCE ISLANDER (App S Saddam) were slow to begin.

The Panel of Stewards questioned Trainer R Lines, the trainer of D’GREAT SWIFT into the gelding’s improved performance today. He stated that the gelding had been racing consistently prior to the last start. In his opinion, the addition of winkers today had contributed to the gelding’s improvement. His explanation was noted.

Post-race veterinary examinations of BUTCH CASSIDY (F Yap) and GREAT PRINCE (App KC Tham) revealed no obvious abnormality.

RACE 3 (R1073) CLASS 4 – 1400m(lc) – BERUAS MUSEUM HANDICAP

NANA, a course scratching as it was tied up, will be required to pass a veterinary examination before being declared to race again.

ACIPENSER (D Chong) and JUST NAME IT (CK Tan) were slow into stride.

ADMEISTER (App AK Lim) rolled in and brushed EQUALLY OPTIMISTIC (C Goon) at the 900M, resulting in EQUALLY OPTIMISTIC being taken in and ANAK WARRIOR (S Anandan) having to check, losing its position.

At the conclusion of an Inquiry, App AK Lim, the rider of ADMEISTER in the presence of his master, Trainer Wayne Lim was found guilty to a charge for careless riding under MRA Rule 44(9)(a)(ii) in that racing to the 600M, he allowed his mount to shift in when insufficiently clear of EQUALLY OPTIMISTIC, resulting in the gelding having to check and lost ground.

In assessing the penalty, the Panel of Stewards took into consideration App AK Lim’s riding records and mitigating factors. He was suspended from riding in races for a period of two (2) Malaysian race days, with effect from Monday, 28th August 2017 and to expire on Sunday, 10th September 2017, both dates inclusive. He was informed of his right of appeal (5.50pm).

Post-race veterinary examinations of EQUALLY OPTIMISTIC and DAWN PROSPECT (F Yap) revealed no obvious abnormality.

The Club Veterinary Surgeon reported that EQUALLY OPTIMISTIC returned having cast its off hind plate.

At the conclusion of an Inquiry, Jockey D Chong, the rider of ACIPENSER was found guilty to a charge under MRA Rule 44(8) for failing to take all reasonable and permissible measures throughout the race to ensure that ACIPENSER was given full opportunity of winning or of obtaining the best possible placing.

The particulars of the charge are:-

          1)  He failed to show sufficient purpose and vigour from the start, being in barrier 1;

         2)  He failed to improve from the 800M and until entering the straight when there was room and                       opportunities to do so;

         3)  He failed to show sufficient vigour in the straight until racing inside the 300M.

When deciding on a penalty, the Panel of Stewards took into account Jockey D Chong’s riding records and mitigating factors. After considering the provision of MRA Rule 44(8) (a), Jockey D Chong was disqualified from riding in races for a period of one (1) year with immediate effect from Sunday, 27th August 2017 and to expire on Sunday, 26th August 2018, both dates inclusive. He was advised of right of appeal (6.55pm). His one year disqualification and the 4-months suspension imposed in Race 1 (PRETTY ABLE) will run concurrently.

RACE 4 (R1074) CLASS 5 – 1200m(sc) – BUKIT LARUT HILL HANDICAP

Acting on veterinary report that SILENT DREAMS (J Chuah) got cast in the barrier and sustained an injury, the Panel of Stewards ordered the withdrawal of SILENT DREAMS at 3.37pm.

JETSTAR EAGLE (App KC Tham) stood when the gates were released and lost ground and thereafter, showed no early pace, despite being urged.

IKTO (App AK Lim) dropped his off side rein at the 300M.

Racing from the 150M, HANDSOME BOSS (TM Wan) shifted out to obtain a clear run and checked JOE (G Goon) and continued to shift out and checked JETSTAR EAGLE. At the conclusion of an Inquiry, Jockey TM Wan, the rider of HANDSOME BOSS pleaded guilty to a charge for careless riding under MRA Rule 44(9)(a)(ii) in that he permitted his mount to shift out from the 150M when insufficiently clear, resulting in Joe having to check and thereafter, he continued to shift out and checked JETSTAR EAGLE which lost ground.

In assessing the penalty, the Panel of Stewards took into consideration Jockey TM Wan’s guilty plea and mitigating factors. He was suspended from riding in races for a period of three (3) Malaysian race days, with effect from Monday, 28th August 2017 and to expire

on Saturday, 16th September 2017, both dates inclusive. He was informed of his right of appeal (4.30pm).

JETSTAR EAGLE shifted in approaching the winning post, inconveniencing HANDSOME BOSS.

The Panel of Stewards questioned Trainer R Lines, the trainer of BUZZ MAN as to the improved performance today. He stated that BUZZ MAN was caught wide when being taken wide at its last start and he felt that the pace in this class of today’s race, suited the gelding. His explanation was noted.

Post-race veterinary examinations of JOE, JETSTAR EAGLE and MY SWALLOW (D Chong) revealed no obvious abnormality.

RACE 5 (R1075) CLASS 5 – 1200m (sc) – GAHARU TEA VALLEY GOPENG HANDICAP

BLAZING STEED (CK Tan) dipped on jumping away and shifted out and at the same time, FUMIO (SU Lim) shifted in, resulting in DON’T FORGET THIS (F Yap) being checked and lost its position.

A post-race veterinary examination of DON’T FORGET THIS which was impounded, revealed no obvious abnormality.

The state of track was upgraded to “Good” after the running of this race.

RACE 6 (R1076) INITIATION – 1200m(sc) – LATA ISKANDAR STAKES [WEIGHT-FOR-AGE]

Acting on veterinary report that NOBODY’S FOOL (App M Sathiaa) had dislodged its rider and ran a considerable distance, the Panel of Stewards ordered the withdrawal of NOBODY’S FOOL at 4.34pm. The gelding will be required to pass one starting stall test before being declared to race again.

GLORY KID (WK Yan) and HUN YEANG SQUARE (J Chuah) raced greenly throughout the race.

Post-race veterinary examinations of GLORY KID revealed no obvious abnormality and HUN YEANG SQUARE returned broken-winded. As such, HUN YEANG SQUARE will be required to pass a test (1000M/Vet) before being declared to race again.

Stewards’ Report
PRTC Aug/Sept Meeting Saturday, 26th Aug 2017

The report dated 18th August 2017 (V17/086.1) from the Chief Analyst of Usains Biomics Laboratory stated that 65 coded urine and 69 sets of coded blood samples from the above mentioned race meeting were received on 31st July 2017, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for samples coded “11215” and “11241” which revealed the presence of “Theobromine” and “Boldenone” respectively. After decoding these sample numbers, it was established that the sample coded 11215 was reported to have been taken from the horse “MULTI WEALTH” which finished 1st in Race 5 (R951) on 29th July 2017 at the Penang Turf Club Sprint Trophy Meeting 2017 whilst sample No. “11241” was reported to have been taken from the horse “DEPUTY LAW” which finished unplaced in Race 8 (R954) on 29th July 2017 at the Penang Turf Club Sprint Trophy Meeting 2017.

In addition, Trainer S Hamilton, the trainer of “MULTI WEALTH” and Trainer PK Leong, the trainer of “DEPUTY LAW” were advised on 19th August 2017 and 21st August 2017 respectively of the contents of the analysis report and their attention drawn to MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 regarding the Referee Samples. Trainers S Hamilton and PK Leong were also advised that “MULTI WEALTH” and “DEPUTY LAW” cannot be entered to race until cleared by the PNTC Stipendiary Stewards under MRA Rule 134(12).

An Inquiry into the above matter will be held at a date to be fixed. ………….

JOCKEY URINE SAMPLES:

The report dated 11th August 2017 (V17/087) from the Chief Analyst of Usains Biomics Laboratory stated that 4 coded urine samples from the above mentioned race meeting were received on 31st July 2017, for analysis under the MRA Rules and Regulations. No

prohibited substances were detected.

TUESDAY, 22 AUGUST 2017, SELANGOR TURF CLUB BARRIER TRIAL

DRAHMA which suffered a bleeding attack during the above Barrier Trial, collapsed and died. A post-mortem examination will be conducted on DRAHMA.

APPEAL BY JOCKEY RUZAINI BIN SUPIEN (S RUZAINI) AGAINST THE SUSPENSION OF 4 MONTHS AND FINE OF RM40,000/- FOR CONTRAVENTION OF MRA RULE 44(10) IMPOSED BY THE STIPENDIARY STEWARDS IN CONNECTION WITH HIS RIDING OF RACEHORSE “ENCOSTA ZONE” IN RACE 9 (R900) BANDED 55 – 71 – 1800M (LONG COURSE A), SATURDAY, 15 JULY 2017, SELANGOR TURF CLUB JULY MEETING 2017

Jockey S Ruzaini who lodged an appeal against his suspension of 4 months and fine of RM40,000/- under MRA Rule 44(10), applied to withdraw his appeal on 20 August 2017.

After consideration, the Racing Stewards acceded to his application and his deposit was refunded. His suspension commenced on 21 August 2017 and to expire on 20 December 2017, both dates inclusive.

RACE 10 (R1053) CLASS 5 – 1400M (LONG COURSE A), SUNDAY, 20 AUGUST 2017, SELANGOR TURF CLUB AUGUST MEETING 2017

POWERFUL FIGHTER (App KC Wong) stumbled at about 200M after the finish of the race resulting in App KC Wong becoming unbalanced and being dislodged. App KC Wong did not require medical attention on that day, however, upon returning to Ipoh on Monday, 21 August 2017, he subsequently obtained a follow up on medical examination.

At the conclusion of an inquiry, App AM Aizat, the rider of SWAN SONG, in the presence of his Master, Trainer F Maynard, pleaded guilty to a charge under MRA Rule 44(2) in that he failed to arrive on course within the prescribed time prior to his riding engagement. In assessing the penalty, the Stewards took into consideration App AM Aizat’s guilty plea, mitigating factors, previous record and his submissions on penalty. He was fined RM250/-.

AMENDMENT

SATURDAY, 19 AUGUST 2017, SELANGOR TURF CLUB AUGUST MEETING 2017

INQUIRY INTO A REPORT FROM THE SELANGOR TURF CLUB (SLTC) SECURITY MANAGER IN RELATION TO SENIOR TRACK RIDER (STR) H BUKHARI BEING IN A RESTRICTED AREA ON SATURDAY, 12 AUGUST 2017 AT THE SELANGOR TURF CLUB

The Stewards, on 19 August 2017 at the Selangor Turf Club, concluded an inquiry into a report from Mr Tony Yeoh, the SLTC Security Manager, in relation to the above matter and evidence was taken from STR H Bukhari.

STR H Bukhari pleaded guilty to a charge under MRA Rule 152(5)(b) for disobeying the order of an SLTC Official in that on 12 August 2017 at the Selangor Turf Club, he was in a restricted area and when advised that it was a restricted area, he returned to the area which was against the direction of the SLTC Security Manager.

In assessing the penalty, the Stewards took into consideration STR H Bukhari’s guilty plea, mitigating factors, previous record and his submissions on penalty. He was fined RM500/-.

The report dated 18th August 2017 (V17/089) from the Chief Analyst of Usains Biomics Laboratory stated that 24 coded urine and 24 sets of coded blood samples from the above-mentioned race meeting were received on 5th August 2017 for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 18th August 2017 (V17/090) from the Chief Analyst of Usains Biomics Laboratory stated that 3 coded urine samples from the above-mentioned race meeting were received on 5th August 2017 for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The clearing sample coded J-3640 provided by App CK Khaw, upon analysis had returned negative and as such, App CK Khaw is now cleared to ride trackwork (18/8/2017).

INQUIRY INTO THE POST-RACE URINE SAMPLES TAKEN FROM RACEHORSES “ELF’S DREAM” CODED “09102” AND “GOOD MUMMY” CODED “09079” IN RACE 5 (R741), CLASS 4 – 1300M, 2nd DAY, SATURDAY, 10th JUNE 2017, PENANG TURF CLUB JUNE MEETING 2017 AND BOTH SAMPLES CODED “09102”AND “09079” RETURNED POSITIVE TO “NAPROXEN”, A PROHIBITED SUBSTANCE UNDER MRA RULES & REGULATIONS.

The Stipendiary Stewards concluded an Inquiry into the above matter today, Saturday, 26th August 2017 at the Perak Turf Club.

Further evidence were taken from Trainer Richard Lines, the trainer of ELF’S DREAM and GOOD MUMMY.

Trainer R Lines pleaded guilty to a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he was the trainer and person responsible for presenting and accepting to run ELF’S DREAM, which finished 14th placing and GOOD MUMMY which finished 3rd in the above race and both their post-race urine samples horses samples, upon analysis returned positive to “Naproxen”, a prohibited substance under the MRA Rules.

When deciding on a penalty, the Stewards took into account Trainer R Lines’s guilty plea,

mitigating factors and his previous record. RM5,000/- each (total fine of RM10,000/-). (12.40pm).

In addition, in terms of MRA Rule 134(11), ELF’S DREAM and GOOD MUMMY were disqualified from the above race and the results will be amended accordingly.

Perak Turf Club Official Race Trial – Tuesday, 22nd August 2017:

GOBI RANGER (R192) returned lame near fore during the above Official Race Trial and as such, will be required to pass a test (1000M/Vet) before being declared to race again.

WAR LORD, a course scratching as it had sustained a bruised near fore sole, will be required to pass a veterinary examination before being declared to race again.

Acting on veterinary report that I’M A GENIUS was lame near hind, the Panel of Stewards ordered the withdrawal of I’M A GENIUS at 2.00pm. The gelding will be required to pass a test (1000M/Vet) before being declared to race again.
