The surcingle and breastcheck of BULLSEYE (App P Haris) became undone from about the 400M, resulting in its saddle slipping back during the running.  Trainer K Coetzee was warned that he must ensure that the gears are properly-fitted, failing which action will be taken in future.

Passing the 200M, BULLSEYE was held up for a run between DIAMOND PEGASUS (AL Da Silva) and SHOQEET (App A Azizi).

Jockey R Rueven and App A Azizi, the riders of SUPREME SUCCESS and SHOQEET respectively, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of SUPREME SUCCESS and SHOQEET revealed no obvious abnormality.

GENERAL REPORT

POST-RACE ANALYSIS (EQUINE):

8th FEBRUARY 2025 – PERAK FEBRUARY MEETING 2025

The report dated 21st February 2025 (V25/023) from the Chief Analyst of Usains Biomics Laboratory stated that 36 coded urine and 36 sets of coded blood samples from the above-mentioned race meeting were received on 8th February 2025, for analysis under the MRA Rules and Regulations.  No prohibited substances were detected, except sample coded “33274” which revealed the presence of “Methamphetamine”. Upon decoding, it was established that the sample coded “33274” was reported to have been taken from the horse “FLEXI LAD” which finished 3rd in Race 8 (R0085) on 8th February 2025 at the Perak Turf Club February Meeting 2025.

On 21st February 2025 at about 12.30pm, Trainer Stephen Cook, the trainer of “FLEXI LAD” was advised of the contents of this report and his attention drawn to MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 regarding the Referee Sample. Trainer Stephen Cook was also advised that “FLEXI LAD” cannot be entered to race until cleared by the PRTC Stipendiary Stewards under MRA Rule 134(12).

An Inquiry into this matter will be held at a date to be fixed.

JOCKEY URINE SAMPLES:

8th FEBRUARY 2025 – PERAK FEBRUARY MEETING 2025

The report dated 21st February (V25/024) from the Chief Analyst of Usains Biomics  Laboratory stated that two (2) coded urine samples from the above-mentioned race meeting were received on 8th February 2025, for analysis under the MRA Rules and Regulations.  No prohibited substances were detected.

PERAK FEBRUARY MEETING 2025 – SATURDAY, 8TH FEBRUARY 2025

RACE 7 (R0084) – CLASS 4 (A) – 1000m (sc)

The Panel of Stewards yesterday, Friday, 21st February 2025 concluded an Inquiry into the riding and handling of HARVEYWALLBANGER, trained by Trainer R Lines and ridden by Jockey AK Lim in the above race.

Evidence were taken from Trainer R Lines and Jockey AK Lim.  After reviewing all angles of the video and after consideration, Jockey AK Lim was found guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The particulars of the charge are that:

  • From the 400M-mark to the end of the race, he failed to ride with sufficient vigour and determination when his mount was running on strongly.

  • From the 300M-mark to the end of the race, his whip use on HARVEYWALLBANGER was ineffective and not making efficient contact, as he was holding the middle shaft of his whip, instead of the handle proper when whipping.

In assessing the penalty, the Panel of Stewards took into account Jockey AK Lim’s riding records and mitigating factors.   Jockey AK Lim was suspended from riding in races for a period of three (3) months, effective from 24th February 2025 and to expire on 23rd May 2025, both dates inclusive.   In addition, he was fined a sum of RM20,000 /- (Malaysian Ringgit: Twenty Thousand Only).  He was advised of his right of appeal (11.55am).

Jockey AK Lim subsequently exercised his right of appeal against the findings and the penalty imposed.  The Panel of Stewards granted him a stay of sentence and the appeal proper will be held at a date to be fixed.

RACE 12 (R0089) – CLASS 5(B) – 1400m (sc) HKHKH

The Panel of Stewards yesterday, Friday, 21st February 2025 concluded an Inquiry into the riding and handling of PRODIGAL, trained by Trainer T Asogan and ridden by Jockey KC Low in the above race.

Evidence were taken from Trainer T Asogan and Jockey KC Low. After reviewing all angles of the video and after consideration, Jockey KC Low pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The particulars of the charge are that:

  • From the 1200M-mark to about the 400M-mark, he covered unnecessary grounds by placing his mount PRODIGAL to race in about 5-horse widths to 6-horse widths off the inside rail.

  • From the 800M-mark to the 450M-mark, he failed to improve his position to race behind TALKINGTALKINGGURU (KC Wong) when there was an opportunity to do so.

  • From the 400M-mark, he permitted his mount to race wider, about more than 10-horse widths off the inside rail, placing his mount at a disadvantage.

  • From the 300M-mark to the end of the race, he failed to ride with sufficient vigour and determination when his mount was running on strongly.

In assessing the penalty, the Panel of Stewards took into account Jockey KC Low’s good riding record, his guilty plea and mitigating factors.   Jockey KC Low was suspended from riding in races for a period of nine (9) months, effective from Monday, 24th February 2025 and to expire on Sunday, 23rd November 2025, both dates inclusive.   In addition, he was fined a sum of RM20,000/- (Malaysian Ringgit: Twenty Thousand only).   He was advised of his right of appeal (1.35pm).

29th DECEMBER – PENANG DECEMBER MEETING 2024

The report dated 9th January (V24/211) from the Chief Analyst of Usains Biomics  Laboratory stated that two (2) coded urine samples from the above-mentioned race meeting were received on 30th December 2024, for analysis under the MRA Rules and Regulations.  No prohibited substances were detected.

PERAK DECEMBER RACE MEETING 2024 – SATURDAY, 14TH DECEMBER 2024 – RACE 6(R1113)            CLASS 5(B) -1100M(sc)

The Panel of Stewards on Monday, 6th January 2025 concluded an Inquiry into the riding and handling of HORSE KING, trained by Trainer HS Lim and ridden by App H Haikal

Evidence were taken from Trainer HS Lim and App H Haikal, in the presence of his Master Trainer HY Cheng and after reviewing all angles of the video, App H Haikal, the rider of HORSE KING was found guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The particulars of the charge are that:

  • From the 1000M-mark to the 400M-mark, he failed to make sufficient effort to improve his position to race behind PROVOCATEUR (HK Cheng), as per his riding instructions to be handy, thus preventing his mount to race to its best advantage.

  • From the 400M-mark to the end of the race, App H Haikal failed to ride with sufficient vigour and determination when his mount was running on strongly.

In assessing the penalty, the Panel of Stewards took into account App H Haikal’s riding records and mitigating factors.   App H Haikal was suspended from riding in races for a period of two (2) months to be served consecutively from the suspension incurred from his ride on ASIAN JET in Race 3 (R1110) on 14th December 2024, i.e. effective from 6th March 2025 and to expire on 5th May 2025, both dates inclusive.   In addition, he was fined a sum of RM20,000/- (Malaysian Ringgit: Twenty Thousand Only).  He was advised of his right of appeal (1.05pm).

Subsequently, App H Haikal lodged an appeal against the findings and severity of the penalty imposed for his ride on HORSE KING in the above race. The appeal proper will be held on a date to be fixed.
