The Stewards considered the matter of the saddle slipping badly on ROYAL FLUSH and inspected the equipment used, with the girth found to be significantly inferior. Trainer HY Cheng was fined RM500/- under MRA Rule 35(1) and 41(7), and App AB Riduan was fined RM500/- under MRA Rule 41(7) for failing to ensure that ROYAL FLUSH is properly equipped.

App M Lukman (ELEGENT) was advised that he was permitted to ride without any claim as he was returning from suspension. He was advised that he is expected to claim a portion of his allowance on every mount.

An objection was lodged by Jockey HK Cheng (EL MACHO), placed second, against REMO MAMA (App M Lukman), being declared the winner, alleging interference over the final 75M. The Panel of Stewards dismissed the objection.

On inquiry, App M Lukman (REMO MAMA), in the presence of his Employing Trainer, WC Lim, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) for shifting in, crowding EL MACHO over the final 75M.

In assessing the penalty, the Stewards took into consideration App M Lukman’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 7 August 2023 and to expire on 13 August 2023, both dates inclusive. He was advised of his Right of Appeal.

On inquiry, it was established that GOOD MAN was attempting to lay outwards, however, App H Haikal had taken the gelding in to obtain a clear passage at the same time the tiring ZANJABEEL drifted out and when App H Haikal attempted to straighten GOOD MAN, the gelding had failed to respond quickly, striking the heels of ZANJABEEL, thereby blundering. App H Haikal was reprimanded for his failure to exercise proper care in this circumstance.

On inquiry, it was established that PROPLAYER which was racing fiercely, had shifted in quickly when tightened slightly by MISS THYRA. This had caused SECRET AGENT to be restrained to avoid its heels. Jockey Z Khairil was warned that he must afford runners sufficient galloping room.

GENERAL REPORT(S) – SLTC

AMENDMENT

RACE 10 (R783) Class 5b – 1075M (II),    SATURDAY, 22 JULY 2023, SELANGOR TURF CLUB JULY MEETING 2023 

The Stewards acceded to Jockey S Saddam’s (NEW GARDEN) request to amend the dates of his suspension of three (3) Malaysian race days with effect from 25 July 2023 and to expire on 6 August 2023, both dates inclusive.


REPORT OF ANALYSIS OF POST MORTEM SAMPLE                                                                       

The report dated 4 July 2023 (PM/V23/004) from the Chief Analyst of Veterinary Forensic Laboratory stated that 1 set of coded urine sample and 1 set of coded blood sample were received on 18 June 2023, for analysis under the MRA Rules and Regulations. The sample was analyzed for the presence of prohibited substances which Sample Coded “09972” revealed the presence of “3-Hydroxy-N-methylmorphinan”. After decoding the sample number, it was established that this sample was reported to have been taken from the deceased horse “SATURDAY”.


INQUIRY INTO A REPORT RELATING TO POST MORTEM SAMPLE CODED “09972” WHICH WAS TAKEN FROM THE DECEASED HORSE “SATURDAY” ON FRIDAY, 16 JUNE 2023 AT THE SELANGOR TURF CLUB AND THE SAMPLE WAS FOUND TO CONTAIN “3-HYDROXY-N-METHYLMORPHINAN” 

The Stewards, on Tuesday, 25 July 2023, inquired into the analyst’s report of a sample taken from the deceased racehorse SATURDAY (K178) on 16 June 2023.

Evidence was taken from Trainer BT Lim and SLTC Chief Veterinary Surgeon, Dr Shri Kanth.

It was established that SATURDAY had last raced on 16 April 2023 and had subsequently been diagnosed to have a carpal fracture. Dr Shri had recommended that, given the prognosis that SATURDAY be retired. Trainer BT Lim had kept SATURDAY in his stables but had not “deleted” the gelding from MRA registration as he was attempting to find a suitable home for the gelding.

SATURDAY has suddenly died on the afternoon of 16 June 2023, at which time samples were taken. The analysis found to contain “3-Hydroxy-N-methylmorphinan”.

Whilst the inquiry failed to establish the origin of the substance, which is not registered for veterinary use in Malaysia, under the provisions of MRA Rule 135(11), Trainer BT Lim was deemed to be in control of SATURDAY at the time of sampling and was subsequently fined RM2000/- under the provisions of MRA Rule 135(7) in that “3-Hydroxy-N-methylmorphinan” is a prohibited substance which is not currently approved for veterinary use in Malaysia.


RACE 9 (R782) Class 5b – 1075M (II), SATURDAY, 22 JULY 2023, SELANGOR TURF CLUB JULY MEETING 2023

The Stewards, on Thursday, 27 July 2023, inquired into Jockey App K Pavinthran’s riding of SPEEDY DEMON in the above race. Evidence was taken from App K Pavinthran, in the presence of his Employing Trainer, C Leck and Trainer V Sivan, the trainer of SPEEDY DEMON.

After considering the evidence and also reviewing the performance of SPEEDY DEMON, App K Pavinthran pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that:

  1. He restrained SPEEDY DEMON unduly near the 900M mark;

  2. He continued to restrain SPEEDY DEMON on straightening and made no attempt to keep the horse out or ride it out, until the 300M until he shifted in;

  3. Considerable lack of vigour to his riding when he was on the fence, having passed M ELEVEN (App I Fikri) over the last 150M.

The Stewards took into consideration App K Pavinthran’s guilty plea, riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of three (3) months, with effect from 23 July 2023 and to expire on 22 October 2023, both dates inclusive. He was advised of his Right of Appeal.


TUESDAY, 1 AUGUST 2023, SLTC TRACKWORK

Trainer S Sivan was reprimanded for failing to ensure COME AND TAKE ALL worked in the designated area when ridden by a trackwork rider.

STR S Salee reprimanded for working TUN O’REILLY on the grass slower than the permitted level. Trainer S Hamilton was advised that a repetition would lead to a penalty being imposed.

STR P Haris was reprimanded for failing to slow his mount, BE BEE to a trot before traversing the 1000M crossing, when working on the grass.

The report dated 27 July 2023 (V23/108) from the Chief Analyst of Veterinary Forensic Laboratory stated that 59 coded urine and 61 sets of coded blood samples from the above mentioned race meeting were received on 16 July 2023, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.
