The Stewards granted permission for Jockey S Salee to replace Jockey C Goon on GOOD DEAL as the latter was unable to make the carded weight. Trainer MW Teh was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to engage a rider in a prescribed manner.

On inquiry, App N Varmah, the rider of MERCHANT MARINE, in the presence of his Employing Trainer, C Leck, pleaded guilty to a charge of incompetent riding under MRA Rule 44(9)(b)(iii) in that he failed to adequately control and restrain MERCHANT MARINE in the middle stages of the race when leading by an increasing margin.

In assessing the penalty, the Stewards took into consideration App N Varmah’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 27 February 2022 and to expire on 26 March 2022, both dates inclusive. He was advised of his Right of Appeal.

When questioned, Jockey SU Lim (SHINE SHINE) stated that he had intended to ride in a mid-to-handy position, however, was unable to do so after being squeezed at the start. He further advised that the gelding was unable to make ground when turning between the 1000M and the 550M and only in the straight, made some leeway.

Following the running of this race, the Panel of Stewards inspected a section of the track at the turn into the straight and it was ascertained that there was significant surface water and as such it was deemed unsafe to continue racing. Therefore the remainder of the race meeting was abandoned at 4:27pm.

GENERAL REPORT(S) – SLTC

RACE 10 (R211) CLASS 4 (B) – 1500M (LONG COURSE), SUNDAY, 13 FEBRUARY 2022, SELANGOR TURF CLUB FEBRUARY MEETING 2022

Following the review of the race meeting conducted on Sunday, 13 February 2022, the Stewards, on 16 February 2022, questioned Trainer KF Coetzee and Jockey R Rueven as to the manner in which RULE THE WORLD was ridden in a rearward position.

Trainer KF Coetzee advised that he had not attended the race meeting but had advised Stewards and instructed that RULE THE WORLD be ridden to settle 4^th or 5^th..Jockey R Rueven advised that it had been his intention to ride the gelding in this position but it had been unable to follow closer than second last as the pace was “too hard”. He had pushed RULE THE WORLD from the outset and slapped it on the shoulder several times near the 1000M. Further, that due to the heavy rain and the kickback, he was unsure as to his exact position within the race field. He believed that RULE THE WORLD had responded well to his normal style of riding in the straight although again he had been timorous due to the diminished visibility, especially when crossed by READY TO SMILE (App WW Cheah) when that mare shifted out at the 300M.

Trainer KF Coetzee advised that RULE THE WORLD had under performed on an effected track in the past, but stated that he was pleasantly surprised the gelding had run on so well in the straight and considered that RULE THE WORLD may be better ridden in a manner where it is held up in its races.

The Stewards noted the explanations and reminded Trainer KF Coetzee of his obligation to advise the Stewards should he change the instruction as to the manner in which any of his horses are to be ridden.

The report dated 27 January 2022 (V22/009) from the Chief Analyst of Veterinary Forensic Laboratory stated that 64 coded urine samples and 70 sets of coded blood samples from the above mentioned race meeting were received on 16 January 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 18 February 2022 (V22/023) from the Chief Analyst of Veterinary Forensic Laboratory stated that 32 coded urine samples and 36 sets of coded blood samples from the above mentioned race meeting were received on 13 February 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

RIDER URINE SAMPLES:

The report dated 18 February 2022 (V22/024) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above mentioned race meeting were received on 13 February 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-4257” which revealed the presence of “mitragynine”. After decoding the sample number, it was established that this sample was reported to have been taken from App S Uzair.

On 19 February 2022, App S Uzair’s Employing Trainer, Mr Lawson Moy was advised of the contents of this report and that App S Uzair was suspended from riding in trackwork and races pending an inquiry in terms of MRA Rule 136(3)(b). He was also advised of the contents of MRA Rule 137 and MRA Regulation 46 relating to the Referee Sample. An inquiry into this matter will be held on a date to be fixed.

INQUIRY CONCERNING URINE SAMPLE CODED “J-4257” WHICH WAS TAKEN ON SUNDAY, 13 FEBRUARY 2022 AT THE SELANGOR TURF CLUB FEBRUARY MEETING 2022, WAS FOUND TO CONTAIN “MITRAGYNINE”, WHICH IS A PROHIBITED SUBSTANCE IN TERMS OF MRA RULES

The Stewards conducted an inquiry on Thursday, 24 February 2022 into the Analyst’s Report that Sample Coded “J-4257” which was taken on 13 February 2022 at the Selangor Turf Club February Meeting 2022, was found to contain mitragynine. Evidence was taken from App S Uzair, from whom the sample was taken, in the presence of his Employing Trainer, L Moy.

App S Uzair pleaded guilty to a charge under MRA Rule 136(3)(b) with having supplied a sample at the Selangor Turf Club on 13 February 2022 which upon analysis, was found to contain the prohibited substance, mitragynine.

In considering a penalty, the Stewards took into account; personal aspects as enunciated by App S Uzair, that he had been stood down from races, trials and trackwork since 19 February 2022, as such App S Uzair was suspended from riding in races for a period of three (3) months, backdated from 19 February 2022 and to expire on 18 May 2022, both dates inclusive. He was advised of his Right of Appeal

AMENDMENT

RACE 4 (R176) CLASS 4 (A) – 1100M (SHORT COURSE), SUNDAY, 6 FEBRUARY 2022, SELANGOR TURF CLUB FEBRUARY MEETING 2022

The Stewards, on 10 February 2022 (Thursday), inquired into Jockey J De Souza’ riding of D’GREAT EFFORT in the above race.

After considering evidence from Jockey J De Souza and Trainer S Siva, the rider and trainer of D’GREAT EFFORT respectively and reviewing the film, the Stewards found Jockey J De Souza guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that the manner in which he rode D’GREAT EFFORT out in the straight was considered insufficiently vigourous and was in contrast to the level of vigour that he usually demonstrated.

The Stewards took into consideration Jockey J De Souza’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 10 February 2022 and to expire on 9 March 2022, both dates inclusive, to be served concurrently with any other penalty. He was advised of his Right of Appeal.
