STIPENDIARY STEWARDS’ REPORT

PENANG NOVEMBER MEETING 2017 – 1ST DAY, SATURDAY,

4TH NOVEMBER 2017 

STATE OF TRACK:  SOFT (Races 1 to 3)

RACE 1 (R1391)  CLASS 5 – 1400M 

EMPIRE BAY which was down 21kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

Steady rain fell prior to and during the running of this race.

EMPIRE BAY (App KC Tham) shifted out on jumping away, taking BEAUTY ADMIRE (L Sofhan) out, resulting in DUEL OF HONOUR (App CC Foo) having to be steadied .  Shortly after, LAZAROO (R Woodworth) shifted in, resulting in DUEL OF HONOUR having to check and lose its position.

LEAP OF FAITH (App J Daniel) was slow to begin.

PRINCE ISLANDER (Z Khairil) laid in away from the whip over the concluding stages, resulting in EMPIRE  BAY  having to be steadied.  Jockey Z Khairil was shown the vision of the race and advised that in future, he must stop riding and straighten his mount failing which action may be taken against him.

The Club Veterinary Surgeon reported that HOME RUN HERO (App WK Lee) returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examination of PRETTY ABLE (App AK Lim) and DUEL OF HONOUR revealed no obvious abnormality.  PRETTY ABLE was Impounded for further veterinary and analytical examination.

RACE 2 (R1392) CLASS 5 – 1400M 

COCONUT, which was up 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

SHARP KNIGHT (SU Lim) jumped away awkwardly and was slow into stride.

COCONUT (R Woodworth) was slow into stride.

All riders returned to scale an average of 1kg over due to the adverse weather condition. 

Post-race veterinary examinations of COCONUT, SHARP KNIGHT and BERNARD’S FIGHTER (App S Zulfikri) revealed no obvious abnormality.

App AK Lim, the rider of POLO MASTER, reported that his mount could not handle the going.

RACE 3 (R1393)  CLASS 5 – 1200M 

Heavy rain fell prior to and during the running of this race.

Acting on veterinary advice that THE PROFESSIONAL (Z Khairil) was lame off fore, the Stewards ordered its withdrawal at 2.52pm.  THE PROFESSIONAL will be required to pass a test (1000M/vet) before being declared to race again. 

All riders returned to scale an average of 2kg over due to the adverse weather condition. 

Jockey HS Gill, the rider of CIVIL UNION, reported that his mount failed to act in the going.

App KC Wong, the rider of Q NINE MAC, reported that his mount was making respiratory noises.  A post-race veterinary examination revealed no obvious examination.

Post-race veterinary examinations of CIVIL UNION, EAGLE SOAR (J Mallyon), ANAK PENANG (S Anandan) and WARN YOU MAN (HK Cheng) revealed no obvious abnormality.

The State of Track was downgraded to “Heavy” after the running of this race. 

After the running of Race 3, the Committee considered representations from trainers and jockeys regarding the safety of racing due to adverse weather conditions.

Due to adverse track conditions because of the inclement weather, and for the safety of riders as well as horses, PNTC decided to cancel the rest of the races for today, 4th November 2017.  

GENERAL REPORT(S)

GENERAL REPORT – SLTC           

RACE 5 (R1376) CLASS 4 – 1200M (SHORT COURSE A), SUNDAY, 29 OCTOBER 2017, SELANGOR TURF CLUB OCTOBER MEETING 2017 

The Stewards, on 31 October 2017 at the Selangor Turf Club, concluded an inquiry into the running and handling of IMMORTALITY. Evidence was taken from Trainer S Dunderdale and Jockey H Bukhari, the Trainer and rider of IMMORTALITY respectively.

Trainer S Dunderdale explained that IMMORTALITY found the 1200M distance of this race too short but there was no alternative race in which to run the mare. He added that the mare may have been unsuited by the “yielding” going.

Jockey H Bukhari stated that IMMORTALITY struggled to keep up with the early pace and was shuffled back into last place at about the 1000M. When asked why he did not attempt to get closer at about the 500M or develop a run on the outside at about the 400M, he replied that the mare was not travelling fluently and was simply unable to make up ground at this point of the race. He further added that IMMORTALITY shifted in away from the whip at about the 300M which made it more difficult to obtain clear running.

After considering the evidence and reviewing the films, the Stewards decided to take no further action.

RACE 7 (R1378) CLASS 4 – 1200M (SHORT COURSE A), SUNGEI BESI AUTOWORLD CUP, SUNDAY, 29 OCTOBER 2017, SELANGOR TURF CLUB OCTOBER MEETING 2017 

At the conclusion of an inquiry on 31 October 2017 at the Selangor Turf Club, Jockey H Bukhari, the rider of JERAM VILLAGE, was found guilty of a charge of careless riding under MRA Rule 44(9)(a)(ii) in that in the last 50M in this race, he allowed his horse to shift in when insufficiently clear of SCRAT (TK Barnabas). 

In assessing the penalty, the Stewards took into consideration Jockey H Bukhari’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Selangor Turf Club race days with immediate effect from 31 October 2017 and to expire on 10 December 2017, both dates inclusive. He was advised of his Right of Appeal (2:50pm).

Addendum

RACE 5 (R1376) CLASS 4 – 1200M (SHORT COURSE A), SUNDAY, 29 OCTOBER 2017, SELANGOR TURF CLUB OCTOBER MEETING 2017 

App W Faizal, the rider of SPLENDOR, was fined RM500/- under MRA Rule 41(6)(c)(i) for hitting his horse forward of the shoulder.

The report dated 3 November 2017 (V17/116) from the Chief Analyst of Veterinary Forensic Laboratory stated that 62 coded urine and 64 sets of coded blood samples from the above mentioned race meeting were received on 22 October 2017, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 26th October 2017 (V17/114) from the Chief Analyst of Usains Biomics Laboratory stated that 47 coded urine and 49 sets of coded blood samples from the above mentioned race meeting were received on 15th October 2017, for analysis under the MRA Rules and Regulations.  No prohibited substances were detected.

PRTC VETERINARY REPORT – THURSDAY, 2ND NOVEMBER 2017

The Perak Turf Club Veterinary Hospital reported that between 22/09/2017 to 21/10/2017, BALOTELLI had undergone corrective surgery for Hobday and as such will be required to pass a Steward’s Embargo Test (1000M/vet) before being declared to race again. 

SATURDAY & SUNDAY, 4TH & 5TH NOVEMBER 2017, 1ST & 2ND DAYS,

PENANG TURF CLUB NOVEMBER MEETING 2017 

Trainer Charles Leck was fined RM500/- each (a total of RM1,500/-) under the Penang Turf Club Official Programme (November Meeting 2017) Clause 3.4 for scratching CHIPS (R543), FRENCH VINTAGE (R166) and PHANTASOS (C407) without an Official Veterinary Certificate.  In addition, he will be required to pay the full entry fees and reimburse the Club for all expenses incurred. 

SATURDAY, 4TH NOVEMBER 2017, 1ST DAY, PENANG TURF CLUB NOVEMBER MEETING 2017 

Trainer L Moy was fined RM250/- under MRA Rule 152(5)(b) for failing to obey the order of the Stewards with respect to lodging riding instructions in his absence.  He was advised that a repetition may result to a more severe penalty being imposed. 

SATURDAY, 4TH NOVEMBER 2017, 1ST DAY, PENANG TURF CLUB NOVEMBER MEETING 2017 

Trainer L Danis was advised that in future, he must lodge his riding instructions in writing to the Stewards via his representative in his absence.
