STIPENDIARY STEWARDS’ REPORT

PENANG  JANUARY MEETING 2023  

SATURDAY, 14TH JANUARY 2023 

STATE OF TRACK:  YIELDING (Race 1 to Race 6)

Panel of  Stipendiary Stewards:

RACE 1 (R 046) CLASS 5(B) – 1600M 

CLOUD SHADOW, a course scratching as it was injured near fore heel bulb, will be required to pass a veterinary examination before being declared to race again. 

Trainer HS Lim was fined RM250/- for negligence under MRA Rule 152(5)(a) for having fitted a tongue-tie on JEFFREY (SU Lim) when it was not declared.  The Stewards ordered the removal of the tongue-tie. 

Trainer T Asogan was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to equip CAPE LINCOLN (Z Khairil) with a tongue-tie as declared. 

Passing the 1200M-mark, CAPE LINCOLN was crowded and had to steady when GURNEY DRIVE (KP Lim) rolled inwards.  Jockey KP Lim was shown the video of the incident and warned to exercise more care when shifting ground in future. 

CAPE LINCOLN was shifting in from the whip in the latter stages, having to be straightened. 

Jockey R Rueven, the rider of LIM’S KEYWAY, reported  that his mount was not striding out freely and was making abnormal respiratory noises.  A post-race veterinary examination of LIM’S KEYWAY revealed no obvious abnormality.  

A post-race veterinary examination of JEFFREY revealed no obvious abnormality. 

Jockey Z Khairil, the rider of CAPE LINCOLN, was questioned with regards to his ride in this race.  The Stewards, having noted his explanation, were not entirely satisfied and warned him that he should not surrender his position so easily in future. 

An Inquiry into the running and handling of JEFFREY (SU Lim) was opened and it was adjourned in order for Jockey SU Lim to call his witnesses.  The Inquiry will resume on Saturday, 28th January 2023 at the Perak Turf Club.

RACE 2 (R047) CLASS 5 (A) – 1600M 

LUCK HAPPY which was down 19kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

Passing the 300M-mark, BEIJING STAR (J Low) was crowded and had to check when RAISE ME UP (KP Lim) was shifting in from the whip.   At a subsequent Inquiry, Jockey KP Lim pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) and was suspended from riding in races for a period of two (2) race days with effect from Sunday, 15th January 2023 and to expire on Monday, 23rd January 2023, both days inclusive. He was advised of his Right of Appeal (3.05pm).

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey J Low, the rider of BEIJING STAR, placed fourth, against RAISE ME UP (KP Lim), placed third, on the grounds of alleged interference at approximately the 300M-mark.  After considering the evidence and viewing the video replay, the Racing Stewards were satisfied that if not for this incident, BEIJING STAR would have finished ahead of RAISE ME UP and as such, upheld the objection and the placings were amended to read:

RACE 3 (R 048) CLASS 4 (A) – 1300M 

DRAGON CAVALLO, a course scratching as it had sustained a bruised off fore lateral suspensory ligament, will be required to pass a veterinary examination before being declared to race again. 

GALILEO’S APPROACH which was up 21kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

AIR BOSS (Y Aify) was slow into stride.

TALENTED (M Ewe) was pulling hard in the early and middle stages.

App R Nuqman, the rider of DIRECTOR and Jockey KP Lim, the rider of HARLEY FLAME, both reported that their mounts were not striding out freely. Post-race veterinary examinations of DIRECTOR and HARLEY FLAME revealed no obvious abnormality.

The Club Veterinary Surgeon reported that QIJI LOVE (HS Gill) returned having cast both fore and off hind plates.

RACE 4 (R 049) OPEN MAIDEN –  1200M

(WEIGHT-FOR-AGE)          

GENEERAL  ORDER (App R Nuqman) was checked by the Club Veterinary Surgeon behind the barrier and was passed fit to race.            

 WALIM (Z Khairil) jumped awkwardly and was slow into stride.

IRON SAMURAI (WK Lee) was pulling hard in the early stages and was difficult to settle.

Jockey WK Lee was severely reprimanded for excessive whip use on IRON SAMURAI. 

A post-race veterinary examination of GENERAL ORDER revealed no obvious abnormality.  IRON SAMURAI returned having cast its off fore plate.

RACE 5 (R050) CLASS 5 (B)  – 1200M 

At approximately the 1100M-mark, SONG RIVER (App A Azizi) was crowded and had to steady when racing tight between D’GREAT EMPRESS (M Ewe) and HERO CHAMPION     (R Rueven) which had been carried in by NEVERUNCONDITIONAL (Y Aify).

At approximately the 800M-mark, SUNNY STAR (S Ruzaini) shifted out to avoid the heels of  YOU ARE GENIUS (SU Lim) and in so doing, bumped HERO CHAMPION onto the hind quarters of MAGIC SEVENTY TWO (App R Nuqman) who was unbalanced.

At approximately the 200M-mark, Jockey WK Lee, the rider of FIRST COMMAND, had his foot accidentally struck by Jockey AK Lim, the rider of CHIPS.

Jockey KP Lim, the rider of FUNKADELIC, reported that his mount was making abnormal respiratory noises. A post-race veterinary examination of FUNKADELIC revealed no obvious abnormality. 

 A post-race veterinary examination of I’M THE MAN (J Low) revealed no obvious abnormality.

RACE 6  (R051)   CLASS 5 (A)  – 1200M 

BANGKOK BOY, a course scratching as it had sustained a nail prick off fore foot, will be required to pass a veterinary examination before being declared to race again. 

BROADWAY SUCCESS (KP Lim) and TWILL GUY (HS Gill) were both slow into stride. 

The saddle on BROADWAY SUCCESS slipped back in the running. 

Jockey SU Lim, the rider of PLACE YOUR BET was fined RM500/- for negligence under MRA Rule/Regulation 152(5)(a) for dropping his whip at approximately the 150M-mark. 

A post-race veterinary examination of ALWAYS D’GREAT (R Rueven) revealed no obvious abnormality. 

The Club Veterinary Surgeon reported that BROADWAY SUCCESS returned having cast its near fore plate and TWILL GUY returned with dorsal displacement soft palate and having cast its near fore plate.  TWILL GUY will be required to pass a test (1000M/vet) before being declared to race again. 

Jockey Z Khairil was questioned with regards to his ride on GOLDEN SHOW.  He explained that the trainer wanted him to sit in approximately 4th position and as such when he found himself in front, he steadied his mount.  Trainer T Asogan confirmed these instructions.  The Stewards noted their explanations. 

The State of Track was upgraded to “Good” after the running of this race.

RACE 7 (R052) CLASS 5 (A) – 1200M 

IAMBUTTER which was up 21kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

Trainer T Asogan was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to declare the use of blinkers on IAMBUTTER (Z Khairil) within the stipulated time. 

YES BOSSY (HS Gill), which was difficult and unable to be boxed, was withdrawn by order of the Stewards at 4.47pm.  YES BOSSY will be required to pass one (1) starting stall test before being declared to race again.           

SECKILL (R Narendran) jumped awkwardly outwards.

BITCOIN KING (KP Lim) jumped awkwardly inwards, resulting in LIM’S PIPER (App A Azizi) being crowded and slow into stride.

STAR GENIUS (AK Lim) was slow into stride.

Shortly after straightening, SHOWCASE THE GOLD (App Z Syafifie) rolled inwards and ran up to the heels of D’GREAT RICH (M Ewe) which also rolled outwards slightly.

Jockey KC Tham, the rider of MATILDA, was fined RM1,000/- for negligence under MRA Rule/Regulation 152(5)(a) for dropping his whip at approximately the 100M-mark.

Over the concluding stages, CASTLE CHOICE (WK Lee) shifted out from the whip, carrying SHOWCASE THE GOLD wide.

A post-race veterinary examination of SECKILL revealed that the gelding returned exhibiting signs of respiratory distress and as such will be required to pass a test (1000M/vet) before being declared to race again.

At approximately the 450M-mark, OUD WOOD (KC Tham) brushed the inside running rail and GOLDEN SARDINE (S Ruzaini) which was following, then steadied outwards over its heels.

Passing the 200M-mark, ZERO TO HERO (HK Cheng) faltered.

The Club Veterinary Surgeon reported that ZERO TO HERO returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of HANDSOME BOY (J Low) revealed no obvious abnormality.

POST-RACE ANALYSIS (EQUINE)

24TH & 25TH DECEMBER  2022

PENANG DECEMBER MEETING 2022 

The report dated 10th January 2023 (V22/199.1) from the Chief Analyst of Usains Biomics Laboratory stated that 41 coded urine and 53 sets of coded blood samples from the above- mentioned race meeting were received on 27th December 2022 for analysis under the MRA Rules and Regulations.  No prohibited substances were detected.

The report dated 5th January 2023 (V22/200) from the Chief Analyst of Usains Biomics  Laboratory stated that 5 coded urine samples from the above-mentioned race meeting were received on 27th December 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.


APPEAL FROM TRAINER LIM HOON SENG AGAINST THE FINE OF RM3,000/- IMPOSED BY THE STIPENDIARY STEWARDS UNDER MRA RULE 152(5)(a)

WHEN HE WAS FOUND GUILTY OF AN ACT OF MISCONDUCT ON 12TH  NOVEMBER 2022 AT THE PENANG TURF CLUB PREMISES

The Penang Turf Club Racing Stewards today (14th January 2023) heard the above appeal.  

After considering the submissions from Trainer Lim Hoon Seng and the Chief Stipendiary Steward, the Racing Stewards dismissed the Appeal.  The penalty of RM3,000/- fine remains in effect.

The appeal deposit was forfeited.
