At the conclusion of an inquiry, Jockey KC Tham, the rider of MONTANA FLASH, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding MONTANA FLASH, he failed to ensure that he did not cause interference to BALKAN, LIMITLESS STOUT and KING’S SPEECH at the 800M.

In assessing the penalty, the Stewards took into consideration Jockey KC Tham’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day with effect from 29 April 2024 and to expire on 5 May 2024, both dates inclusive.  In lieu of one (1) Malaysian race day, he was also fined RM1,500/–.  He was advised of his Right of Appeal.

Jockey O Chavez (JOJU) appeared before the Stewards and was questioned regarding the vigour of his riding in the concluding stages of the race. In this regard, he explained that at the points of concern of the Stewards, JOJU had taken a number of awkward strides and its head had dipped in the running, this resulted in him correcting and balancing his mount prior to continuing to riding it out to the finish. Additionally, he explained that after travelling comfortably and obtaining the lead, this mare had lost concentration in the running which contributed to PACIFIC WINDSOR defeating it on the line. In support of his statements, Jockey Chavez referred the Stewards to the ears of JOJU which at the point of concern of the Stewards, were flicking back and forth. The Stewards noted the explanation of Jockey O Chavez which were supported by the patrol films of the race. However, Jockey Chavez was reminded of his obligations to ride his mounts out with the requisite vigour to the end of the race so as to leave no room for query by the Stewards.

Jockey KC Tham was examined by the Club Doctor who subsequently stood him down from his riding engagement for his remainder rides.

In view of PACIFIC RIVER  performing below betting expectations (RM7 favourite), App PH Seow appeared before the Stewards and was afforded the opportunity to place on record any factors, which in her opinion contributed to the defeat of PACIFIC RIVER. In this regard, App PH Seow explained that it was her instructions to jump cleanly and attempt to acquire a soft lead. However, upon jumping, PACIFIC RIVER had not shown the speed that she had anticipated. Notwithstanding, her encouraging this gelding to challenge for the lead. Accordingly, she elected to take up the position outside the leader and trail it into the race. Upon entering the straight, she explained that PACIFIC RIVER had failed to produce any significant finishing burst and just stayed on to the finish. It was App PH Seow’s opinion that this gelding had been impacted by the softness of the track and it was likely that its comparative advantage that is, its early speed was blunted by the track conditions. The Stewards took note of the explanations of App PH Seow and ordered that PACIFIC RIVER be subjected to a veterinary examination.

At the conclusion of an inquiry, Jockey J Daniel, the rider of RADETZKY MARSCH, pleaded guilty to a charge of under MRA Rule 44(6) for failing to ride his horse out to the end of the race to the satisfaction of the Stewards. The particulars of the charge being that he failed to ride RADETZKY MARSCH out to the end of the race to the satisfaction of the Stewards in the concluding stages, thereby prejudicing his chances of obtaining the fourth position.

In assessing the penalty, the Stewards took into consideration Jockey J Daniel’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 29 April 2024 and to expire on 12 May 2024, both dates inclusive. In lieu of three (3) Malaysian race days, he was also fined RM4,500/– and advised of his Right of Appeal.

THURSDAY, 25 APRIL 2024, SLTC TRACKWORK

Trainer WC Lim was fined RM250/- for negligence under MRA Rule 152(5)(a) for presenting XIONG FONG (C166) with an incorrect saddle cloth number for the above trackwork.

RACE 4 (R0418) CLASS 4A – 1275M (TRACK II +6), SUNDAY, 28 APRIL 2024, SELANGOR TURF CLUB APRIL MEETING 2024

Trainer J Leck (GRAND CHOICE) was fined RM500/- under MRA Rule 103(4) for breaching the condition regarding trainer’s scratching.

RACE 1 (R0367) CLASS 5B – 1200M (SC A), SUNDAY, 14 APRIL 2024, SELANGOR TURF CLUB APRIL MEETING 2024

The Stewards, on Sunday, 28 April 2024 at the SLTC, concluded an inquiry into the running and handling of AYAAN in the above race and took evidence from Jockey Z Khairil, the rider of AYAAN.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of Jockey Z Khairil’s riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.

AMENDMENT

RACE 6 (R0372) OPEN MAIDEN – 1200M (SC A), SUNDAY, 14 APRIL 2024, SELANGOR TURF CLUB APRIL MEETING 2024

The Panel of Stewards acceded to Jockey S Zulfikri’s (MIRACLE STAR) request to amend his penalty to a suspension from riding in races for a period of one (1) Selangor Turf Club race days with effect from 6 May 2024 and to expire on 12 May 2024, both dates inclusive, to be served consecutively with any other penalty.  In lieu of one (1) Selangor Turf Club race day, he was also fined RM1,500/-.

Trainer CC Ooi (HARDCORE) appeared before the Board and was questioned regarding the improved performance of HARDCORE in this race. He explained that in his opinion, the improvement shown could be attributed to the gelding’s third run for the stable. He further explained that this gelding did have some fair form in Singapore prior to coming to Malaysia and whilst he was surprised by the win, he was of the opinion that this gelding had merely run to his better Singapore form today.

Trainer CC Ooi further explained that there was no change to this horse’s feeding or training and confirmed that this gelding would continue to be ridden similarly, that is; aggressively from the jump, in future runs where practical.

The Selangor Turf Club Appeal Panel heard the above appeal on Sunday, 21 April 2024.

After considering submissions from Jockey S Zulfikri and the Chief Stipendiary Steward, the Appeal Panel dismissed the appeal against the conviction under MRA Rule 44(9)(a)(ii). His suspension will commence from 22 April 2024 to 5 May 2024, both dates inclusive. The deposit was ordered to be forfeited.

After considering the evidence in this matter, the Board overruled the objection as from a viewing of the patrol films of the race, the Board could not be satisfied that for the above incident, WHY NOT would have finished ahead of ROCK N ROLL, therefore it overruled the objection and allowed the Judge’s result to stand.

At the conclusion of an inquiry, Jockey SU Lim, the rider of CONGAREE, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding CONGAREE in this race, he failed to ensure that he did not cause interference to TERMS OF REFERENCE and MASTER BABY.

In assessing the penalty, the Stewards took into consideration Jockey SU Lim’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day, which upon his request, was deferred under MRA Rule 48(5), and to be served on 13 April 2024. In lieu of one (1) Malaysian race day, he was also fined RM2,000/-.  He was advised of his Right of Appeal.

The Selangor Turf Club Appeal Panel heard the above appeal on Friday, 22 March 2024.

After considering submissions from Jockey AM Aizat and the Chief Stipendiary Steward, the Appeal Panel upheld the appeal in part, against the conviction under MRA Rule 44(10). On the issue of penalty, the Appeal Panel reduced the suspension to a period of three (3) months and the fine to RM10,000. Additionally, after hearing evidence on the issue, it further ordered the suspension to be served with effect from 8 April 2024 to 6 July 2024

The deposit was ordered to be refunded.

Jockey R Shafiq appeared before the Panel and was questioned regarding the riding tactics of ROYAL FLUSH. In this regard, his attention was specifically drawn to the fact that the pattern of racing for this mare in winning its last 2 races was to get back in the running and be produced late to finish its race of strongly. However today, the Panel noted that ROYAL FLUSH had been ridden in a more forward position.

Jockey R Shafiq explained that his instructions were to ride ROYAL FLUSH in the position where it was most comfortable and after jumping unexpectedly well, he allowed this mare to stride into a position whilst racing within itself. He further explained that he too, had anticipated when reading the race that he would settle near the back of the field and ride this mare to its pattern in its previous 2 runs, however, after jumping as well as it did, he took that stance that it would be more detrimental to his mount’s chances to restrain it to the rear of the field than to allow it the opportunity to take advantage of the good start it had gained. The Board noted his explanation.

The Selangor Turf Club Appeal Panel heard the above appeal on Friday, 22 March 2024.

After considering submissions from Jockey AM Aizat and the Chief Stipendiary Steward, the Appeal Panel upheld the appeal in part, against the conviction under MRA Rule 44(10). On the issue of penalty, the Appeal Panel reduced the suspension to a period of three (3) months and the fine to RM10,000. Additionally, after hearing evidence on the issue, it further ordered the suspension to be served with effect from 7 April 2024 to 6 July 2024

The deposit was ordered to be refunded.

RACE 3 (R0265) STAYER STAKES B – 1600M (LC A), SUNDAY, 17 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

The Stewards, on Sunday, 24 March 2024 at SLTC, concluded an inquiry into the riding of TOP SHOW. Evidence was taken from Jockey L De Souza the rider of TOP SHOW.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of Jockey L De Souza’s riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.

AMENDMENT

RACE 2 (R0264) CLASS 5 A – 1300M (LC A), SUNDAY, 17 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

At the conclusion of an inquiry, Jockey S Zulfikri, the rider of LITTLE PLEASURE, pleaded not guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding LITTLE PLEASURE, he failed to ensure that he did not cause interference to FIREWORKS, FLAMING PHOENIX, CHER, ANDADO, BIG CHINA and TURF PRINCESS at the 1100M.

In assessing the penalty, the Stewards took into consideration Jockey S Zulfikri’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Selangor Turf Club race days which will be served on 24 March 2024 and 31 March 2024.  He was advised of his Right of Appeal.

Jockey S Zulfikri (LITTLE PLEASURE) subsequently exercised his Right of Appeal and applied for a Stay of Sentence. The Panel of Stewards considered the application for a stay which was granted. The appeal hearing against the penalty of the suspension of two (2) Selangor Turf Club race days will be held at a date to be fixed.

In assessing the penalty, the Stewards took into consideration App S Shazmin’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 18 March 2024 and to expire on 24 March 2024, both dates inclusive. He was advised of his Right of Appeal.

The Stewards, today, concluded an inquiry into the riding of MAGIC THE ZHU. Evidence was taken from App S Shazmin, the rider of MAGIC THE ZHU, in the presence his Employing Trainer, Mr Tan Eng Peow, and Trainer R Lines, the trainer of MAGIC THE ZHU.

The Stewards reviewed the films of the incident and considered the evidence tendered. App S Shazmin (MAGIC THE ZHU) was found guilty of a charge under MRA Rule 44(10) in that he failed to ride his horse to the satisfaction of the Stewards. The particulars of the charge being that in Race 4 run on Saturday, 16 March 2024 at the Selangor Turf Club, he failed to ride MAGIC THE ZHU to the satisfaction of the Stewards in that:

  1. Throughout the straight, his riding was lacking in vigour and determination, despite his mount finishing its race off strongly and being in contention at the finish; and

  2. Prior to the final strides of the race, he failed to direct his mount with the requisite urgency into clear running and at various points, unnecessarily directed his mount into a different unclear running line despite having every opportunity in order to obtain clear running.

In assessing the penalty, the Stewards took into consideration App S Shazmin’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) months with effect from 25 March 2024 and to expire 24 June 2024, both dates inclusive, to be served consecutively with any other penalty. He was advised of his Right of Appeal.

A race review was called into this incident, which was followed by an objection being lodged by the Trainer S Dunderdale, the Trainer of the fourth placed horse, PASIR PINJI (App T Ammar) against the second placed horse, BLACK THORN (SU Lim) on the grounds of interference in the straight.

After considering the evidence in this matter, the Board upheld the objection. In arriving at this decision, the Board considered the extent of the interference caused, the distance over which the interference took place and the margin between the 2 runners (a head) at the finish. Consequently, the Board was satisfied that but for the above incident, PASIR PINJI would have finished ahead of BLACK THORN, therefore it upheld the objection and amended the Judge’s result to read:

At the conclusion of an inquiry, Jockey SU Lim, the rider of BLACK THORN, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding BLACK THORN, he failed to ensure that he did not cause interference to PASIR PINJI in the straight.

In assessing the penalty, the Stewards took into consideration Jockey SU Lim’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day which will be served on 23 March 2024. He was also fined RM2,000/- and advised of his Right of Appeal.

RACE 7 (R0251) CLASS 4 B – 1100M (SC A4), SUNDAY, 10 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

The Stewards, on Thursday, 14 March 2024 at SLTC, concluded an inquiry into the riding of ATTENTION and took evidence from App T Ammar, the rider of ATTENTION, in the presence of his Employing Trainer, S Dunderdale. 

The Stewards reviewed the films of the incident and considered the evidence tendered. App T Ammar (ATTENTION) pleaded guilty to a charge under MRA Rule 44(6) in that he failed to ride his horse out to the end of the race to the satisfaction of the Stewards. The particulars of the charge being that in Race 7 run on Sunday, 10 March 2024 at the Selangor Turf Club, he failed to ride ATTENTION out to the end of the race in the concluding stages to the satisfaction of the Stewards, thereby prejudicing his chances of obtaining fourth position.

In assessing the penalty, the Stewards took into consideration App T Ammar’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 18 March 2024 and to expire on 17 April 2024, both dates inclusive. He was advised of his Right of Appeal.

RACE 5 (R0249) CLASS 4 B – 1100M (SC A4), SUNDAY, 10 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

The Stewards, on Thursday, 14 March 2024 at SLTC, concluded an inquiry into the riding of HARVEYWALLBANGER. Evidence was taken from App S Shazmin, in the presence his Employing Trainer, Mr Tan Eng Peow, and Trainer R Lines, the trainer of HARVEYWALLBANGER.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of App S Shazmin’s riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.

RACE 2 (R0246) CLASS 5 B – 1200M (LC A4), SUNDAY, 10 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

The Stewards, on Thursday, 14 March 2024 at SLTC, concluded an inquiry into the riding of STYLE OF DRAGON. Evidence was taken from App H Haikal, in the presence of the representative of his Employing Trainer, Mr Lai Jek Shen, Assistant Trainer to Trainer HY Cheng and Trainer SY Lim, the trainer of STYLE OF DRAGON.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of App H Haikal’s riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.

However, App H Haikal was fined RM250/- under MRA Rule 44(11) for failing to report to the Stewards matters that may have affected the performance or the chances of his horse in a race.

RACE 3 (R0247) CLASS 5 A – 1600M (LC A4), SUNDAY, 10 MARCH 2024, SELANGOR TURF CLUB MARCH MEETING 2024

The Stewards, on Thursday, 14 March 2024 at SLTC, concluded an inquiry into the riding of HAPPY MAGIC. Evidence was taken from Jockey S Hafis, the rider of HAPPY MAGIC and Mr Lai Jek Shen, Assistant Trainer to Trainer HY Cheng, the trainer of HAPPY MAGIC.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of Jockey S Hafis’ riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.

At the conclusion of an inquiry, App M Lukman, the rider of BORN TO WIN, in the presence of his Employing Trainer, WC Lim, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that approaching the 1000M whilst riding BORN TO WIN in this race, he failed to ensure that he did not cause interference to BIG FRANCK which had to be eased.

In assessing the penalty, the Stewards took into consideration App M Lukman’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day which will be served on 16 March 2024. He was also fined RM1000/- and advised of his Right of Appeal.

Jockey S Ruzaini (TANGESH) appeared before the Board and was questioned regarding the vigour and consistency of his riding in the straight. In this regard, he explained to the Panel that TANGESH had raced greenly in the running, was hanging out and failed to negotiate the final turn. He further explained that upon entering the straight he had tried to hold this gelding together as it showed a tendency to shift out and it was in his opinion that this may have affected the visual vigour and consistency of this riding. The Panel noted the explanation of Jockey S Ruzaini, however, cautioned him regarding the above issues and advised him that a similar occurrence may lead to more severe sanctions.

Jockey KC Tham (VILLAGE TYCOON) was reminded of his obligations regarding covering unnecessary ground in races. He was further advised that he is required to at least attempt to acquire the best strategic position and such attempt must be evident from the video footage of the race. Jockey KC Tham was issued with a caution and advised that should there be a similar occurrence in future, a more severe sanction may follow.

GENERAL REPORT(S) – SLTC

TUESDAY, 5 MARCH 2024, SLTC OFFICIAL BARRIER TRIAL

The Stewards, on Sunday, 10 March 2024 at SLTC, concluded an inquiry into the circumstances surrounding the alleged abuse of the horse MALAYSIA CAPTAIN during the Barrier Trials held on Tuesday, 5 March 2024. Evidence was taken from App M Seelan, the rider of MALAYSIA CAPTAIN, in the presence of his Employing Trainer, R Lines, and YBhg. Dato’ Dr. Shri Kanth, Senior Veterinary Surgeon of SLTC.

App M Seelan, in the presence of his Employing Trainer, R Lines, was found guilty of a charge under MRA Rule 133(1)(9) in that after MALAYSIA CAPTAIN refused to load when presented for recertification at the barriers, in the unsaddling area, App M Seelan kicked MALAYSIA CAPTAIN in the stomach.

In assessing the penalty, the Stewards took into consideration App M Seelan’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races and barrier trials for a period of one (1) month with effect from 1 April 2024 and to expire on 30 April 2024, both dates inclusive. He will also be required to complete a Course at the SLTC Veterinary Clinic during the course of this suspension.

App S Shazmin was fined RM100/- under MRA Regulation 25.7 for failing to submit Permission to Ride Form for the above meeting.

The Stewards, on Wednesday, 28 February 2024 at SLTC, concluded an inquiry into the riding of WECANDO. Evidence was taken from Jockey S Hafis and Trainer F Maynard, the rider and trainer of WECANDO respectively.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action.

At the conclusion of an inquiry, App M Seelan, the rider of ROCKET HORSE, in the presence of his Employing Trainer, R Lines, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding ROCKET HORSE, he failed to ensure that he did not cause interference to GIVE ME FIVE (App H Haikal) leaving the 800M.

In assessing the penalty, the Stewards took into consideration App M Seelan’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 26 February 2024 and to expire on 16 March 2024, both dates inclusive. He was advised of his Right of Appeal.

The Stewards granted permission for Jockey KC Tham to replace Jockey R Shafiq on NATE’S HONOUR as the latter was unable to make the carded weight. Jockey R Shafiq (NATE’S HONOUR) was fined RM250/- under MRA Rule 107(10) for failing to make the carded weight.  He was cautioned regarding this matter and advised that if he did not correct this, a more severe sanction would follow.

At the conclusion of an inquiry, App M Seelan, the rider of GENERATION M, in the presence of his Employing Trainer, R Lines, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding GENERATION M, leaving the 800M, he failed to ensure that he did not cause interference to ROYAL FLUSH, SUPER WHIRLWIND, TILSWORTH SYDNEY and MATILDA.

In assessing the penalty, the Stewards took into consideration App M Seelan’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 17 March 2024 and to expire on 31 March 2024, both dates inclusive, to be served consecutively with any other penalty. He was advised of his Right of Appeal.
