The conduct of betting on horse racing in Malaysia comes under the purview of the "Lembaga Totalisator Malaysia" or known as the Totalisator Board of Malaysia. Betting is regulated under the Racing (Totalisator Board) Act, 1961 and the Totalisator Board Scheme and Rules.

Established under the Ministry of Finance, the Totalisator Board functions as a regulatory body. It regulates the conduct of betting on the totalisator and governs the introduction of the type of bets.

The administration and management of tote betting was privatised in 1991 with the appointment of Pan Malaysian Pools Sdn Bhd, as privatised agent. The Totalisator Board retained its role as a regulatory body of the Privatised Agent.
