Jockey Ruzaini & App. M Hanif - Suspended

GENERAL REPORT – SLTC, THURSDAY, 20 JULY 2017                                                                         

RACE 4 (R895) CLASS 4 - 1400M (SHORT COURSE A), SATURDAY, 15 JULY 2017, SELANGOR TURF CLUB JULY MEETING 201                                                                                             

The Stewards, on 20 July 2017 at the Selangor Turf Club, concluded an inquiry into the running of KABALI and evidence was taken from App M Hanif, in the presence of his Master, Trainer LN Danis.

App M Hanif was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that:

1.      The Stewards were not satisfied with his vigour from shortly after the start and that he allowed KABALI to get too far back in the race;

2.      The Stewards were not satisfied that down the back straight, he checked off JERAM VILLAGE’s heels as he stated; and

3.      The Stewards were not satisfied why he rode with the whip from the 400M to the 300M, and then stopped from the 300M to the 200M when KABALI was responding.

In assessing the penalty, the Stewards took into consideration App M Hanif’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of four (4) months with immediate effect from 20 July 2017 and to expire on 19 November 2017, both dates inclusive. He was fined RM20,000/- and advised of his Right of Appeal (11am).

App M Hanif subsequently exercised his Right of Appeal and applied for a Stay of Sentence. The Stewards considered the application for a stay which was allowed. The appeal hearing against the penalty of the suspension of four (4) months and fine of RM20,000/- will be held at a date to be fixed.

RACE 9 (R900) BANDED 55 – 71 - 1800M (LONG COURSE A), SATURDAY, 15 JULY 2017, SELANGOR TURF CLUB JULY MEETING 2017

The Stewards, on 20 July 2017 at the Selangor Turf Club, concluded an inquiry into the running of ENCOSTA ZONE and evidence was taken from Jockey S Ruzaini, the rider of ENCOSTA ZONE, Trainer PS Kumaran, the Trainer of ENCOSTA ZONE, and B Trainer Siva Kumar s/o Subramaniam.

Jockey S Ruzaini was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that:

1.      The Stewards were not satisfied that he was  ready when the gates were released which resulted in him not having his goggles in place and contributed to ENCOSTA ZONE being slow to begin;

2.      The Stewards were not satisfied that he attempted to improve from the 800M to the 500M;

3.      The Stewards were not satisfied that at the 500M, he took sufficient effort to avoid the weakening NOVA EAGLE (SU Lim); and

4.      The Stewards were not satisfied that in the straight he took options that were available to find clear running.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s mitigating factors, previous riding record and his submissions on penalty. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of Jockey S Ruzaini’s suspension.  He was suspended from riding in races for a period of four (4) months with effect from 24 July 2017 and to expire on 23 November 2017, both dates inclusive. He was fined RM40,000/- and advised of his Right of Appeal (12:10pm). 

 

Jockey S Ruzaini subsequently exercised his Right of Appeal and applied for a Stay of Sentence. The Stewards considered the application for a stay which was allowed. The appeal hearing against the penalty of the suspension of four (4) months and fine of RM40,000/- will be held at a date to be fixed.
